A new bill will change the current law More for parliamentary parties Anyone with fewer than 5,000 members receives no budget funding A new bill will change the current law This is how politics is financed More for parliamentary parties Anyone with fewer than 5,000 members receives no budget funding TIRANA — Another proposal has been submitted to Parliament to amend the existing law "On Political Parties" after the one concerning their registration procedure. This, together with the changes suggested by the Council of Ministers, concerns the financing of parties from the state budget. Starting from the current wording — according to specialists — it does not guarantee a fair distribution of state aid among the parties on the basis of the number of members and their activity. Meanwhile, the still relatively low level of state funding it establishes strongly encourages parties to seek benefits from illegal sources. This has in fact become both a means and an object of scrutiny by the parliamentary commission, which has still not pronounced on the outcome of the review. Under the existing law, it is possible for a single non-parliamentary party that did not take part at all in the elections to receive from the state aid far greater than that given to parties represented in Parliament or to those parties which, in the last elections, managed to obtain more than 2 percent of the electorate’s votes. This has been noted by specialists, who consider the current form of state funding for parties to be harmful. They propose that parliamentary parties and those that have obtained more than 2 percent of the vote should receive state support that ensures a minimum of necessary expenses. The amount proposed by specialists for this funding, they say, should be 4 million lek per year. Thus, they would be allocated — equally — 30 percent of the state aid, while also having a share in 60 percent of this fund. The latter is suggested to be divided — in proportion to the number of votes — among the parties that have received no less than 2 percent of the votes. Taking into account the distribution of votes in the 22 March elections, in which no parliamentary party received more than 2 percent of the votes — otherwise it would have been considered parliamentary — this proposed distribution method suggests that 90 percent of the state contribution would go only to parliamentary parties. At the same time, strict control for non-parliamentary parties. Before they can receive a share of the remaining 10 percent of budget aid, they must prove to the State Control Service — with documents — that they have no fewer than five thousand members in their ranks. This procedure is introduced to avoid financing fictitious political parties, which — according to specialists — are a reality in Albania. If in the end the expressed assessment is deemed compatible for all categories — parliamentary or not — of parties, they will be allowed to receive gifts and aid when these come from international party organizations and unions, provided they do not exceed the maximum aid given by the state. Two killed

Two young men, cousins and both teachers at the primary school in the village of Bogaj in the Has District, lost their lives under violent circumstances in the Albanian state. The victims, Skënder Morina and Lulzim Morina, aged 25 and 22 respectively, were hit by Serbian soldiers with automatic weapons. According to a statement by the Spokeswoman of the Ministry of Public Order, one of the cousins had crossed into Kosovo a day earlier to visit their relatives who live in the village of Gorozhup near Prizren. According to the same source, the Yugoslav guards had first shot them in the legs to stop them and then executed them in cold blood from a very short distance. Both suffered severe wounds to the chest and head, which caused their immediate death. In Kavajë glass production resumes

After four years, the factory reopens KAVAJE — Albanian-made glass will soon be back in use. The well-known factory in Kavajë, one of the oldest and most famous in the country, has begun work at full capacity. After nearly four years of total paralysis, the workers of this factory — who make up a large share of the city’s able workforce — will soon resume work. Shortly before 1, the director of this factory, Hykmet Rrçi, told Gazeta Shqiptare that the resumption of work was made possible partly through financing from the Enterprise Restructuring Agency. 28 thousand lek were made available for restructuring this factory for the production of glass, packaging and glass products for beer factories. The factory stopped production in July 1990, initially for machinery repairs and later because of the well-known economic difficulties of the transition period. Work on restarting operations has been underway for several months. Thus, Albanian glass products will once again appear on the Albanian market: window panes, packaging and everyday items. All products for which demand has so far been met through imports, often at high prices.

But unlike previous cases — where the victims had been girls — this time the victim is the director of the 8-year school "Bardhyli Popa" in the city of Elbasan. It happened in the blink of an eye. In Goražde armed ceasefire
