TIRANE — Fatos Nano will remain chairman of the Socialist Party, enjoying the full confidence of its members: this is what Servet Pëllumbi, deputy chairman of the PS, told Gazeta Shqiptare a few moments before the start of the Second National Conference, which began yesterday and ends this afternoon. «This is a forum that meets — according to the PS statute — once every three years, in the time span between two congresses. But although we are not in normal circumstances, for the socialists — again according to Pëllumbi — it takes on the value of an extraordinary conference. “The problems we have raised, concerning the reasons for bringing the Constitution and Parliament as quickly as possible to early elections, are electoral and at the same time, as well as for the immediate release of Fatos Nano, give the conference extraordinary dimensions,” says Pëllumbi.
Will there be any change in this regard in the leadership of the PS?
“This Conference will not hold any new elections for the Party leadership, because these are held only by the Congress. There will only be the presentation and approval of the report, and discussions will be held on its basis. The alternatives of the PS in the political, economic and social fields will be set out. There will also be approval of some changes to the basic program and the Party Statute.”

What changes are being referred to?
“Drawing also on the experience of the European social-democratic parties, we aim to achieve a proper alignment, in the concept and in the clarity of our vision of the social market economy.”
Is there a possibility that Fatos Nano will be removed from the leadership of the PS, even during this absence?
“No, this issue is not even being raised at this conference. We consider Fatos Nano to be a prisoner for political reasons, therefore there was no need to raise this problem.”
So Nano enjoys the confidence of his party, and will you reaffirm that after the arrest?
“Yes, I believe he does. I think the delegates will once again show what confidence they have in him.”
Can splits or factions be identified within the ranks of the PS?
“There is no reason for factions to exist. We have internal democracy and diversity of opinion. Everyone has the right to express their own concerns.”
What will be the main issue of the upcoming political proceedings?
“The organization of early elections in the autumn of this year, which we see as an expensive instrument for resolving the crisis.”
Will there be any new element in the PS stance toward Enver Hoxha and the communist dictatorship in general?
“On 25 November 1991 we held a special conference devoted to distancing ourselves from the past, from the PPSH and Enver Hoxha. We do not intend to keep dealing with the past when we have so many problems ahead of us to solve.”

The museum theft
TIRANE — The investigation in search of the thieves who looted the National Museum of Tirane last week continues to become more complicated.
The most likely accomplices are also being sought among the staff working in the Museum: investigators and police are convinced that the theft could not have been carried out with such ease if there had not been inside support. Since Sunday evening, rumors have been circulating about possible arrests. The police are carefully checking all vehicles heading south of the country, because it is believed that the stolen works of art may be taken abroad, to Greece or Italy. For this reason, checks at border posts continue to be very strict.
As we know, on the night between Wednesday and Thursday, the thieves — possibly hidden inside the museum before the normal closing time — stole what is considered the “most precious work of art in Albania”: the Epitaph of Gllavenica, which was on the 1373 cloth, and represents the only proof, so far in the country, of the existence of the union of the Principalities of Albania, in the Despotate of Epirus. There are of course other documents, but all of them are abroad. Along with the epitaph, eight icons and fifty pistols belonging to the partisan war were also stolen, including that of Enver Hoxha.

Bovilla will overturn two villages of Tirana
Villagers: «Give us other land»
TIRANE — Villagers are looking for a solution. The implementation of the Bovilla reservoir project will displace residents of the capital — and it appears to have caused concern both among inhabitants of several nearby villages and, in other cases, as a way of confirming hidden facts and the still unresolved question of the permanent use of their land for the purpose of carrying out the project.
So far, 133 heads of household from the village of Zall-Mner have sent a petition to Prime Minister Meksi in which they express their concerns regarding the planned flooding of the village by the reservoir.
The complaint aims to formulate the following concrete demands: “The government officials responsible for the relocation of their village.” The villagers claim that in the abandoned village they will ... and the deputy of the area — on the basis of their request — has promised to carry out the relocation to the Bathore area, another village a few kilometers from Zall-Mner. But although the works for building the reservoir have begun, the promised relocation is not being implemented. It seems the obstacles are coming from the village itself. There are a number of other villagers who have illegally occupied the territories planned for the relocation of the villagers of Zall-Mner. This is also the argument the government commission for carrying out the relocation puts before the villagers to justify the delay.
Most of the villagers of Zall-Mner have asked the state to settle them in Bathore while also granting them land ownership and the necessary social and cultural facilities. A smaller number of them have asked to be settled in the Laprakë district of Tirana, receiving land ownership and monetary compensation for the value of the land in place. But the problem is certainly not only here. The inhabitants of the village of Buzë also have to be relocated because their houses too will be flooded by the waters of the Bovilla reservoir. It is not known whether these latter have made any petition to request another village.

TIRANE — There will be more lighting on the main streets and squares of the capital.
New 150- and 400-watt street lights have also been installed by the Tirane Municipality and will soon be put into operation. All this became possible thanks to assistance from the private company Kastrioti, which donated to the Municipality a number of lamps and spotlights worth 35,000 dollars. Meanwhile, it is thought that within the first 3 months of this year, the Public Electric Lighting Enterprise will be established. Its work will focus on street lighting, advertising and electric signs, traffic lights, and the electrical network installed along the streets.

THE THIEVES OF THE PHARMACY IN THE CITY OF BAJRAM CURRI ARE STILL UNIDENTIFIED — The police unit specialists have still not been able to identify the thieves who last week robbed the pharmacy in Bajram Curri, from which a considerable quantity of medicines from the hospital pharmacy was stolen. According to the data, the theft caused major damage, because only yesterday specialists, doctors, laboratory staff and nurses reported being without drugs, diagnostic equipment and medicines. While the case is being followed by the competent authorities, the thieves have not been identified and the motive for the robbery is still unknown.

An inspection carried out found that the person in question had neither an oven for bread production nor the equipment for grinding grain. ROME — Outrage around the world and demands for urgent measures to stop the war in Bosnia and for immediate NATO intervention are unstoppable. The wave of protests erupted after Saturday’s massacre caused the death of 68 people and injured 200 others.
The United States and NATO, which are supposed to meet together in a meeting on this issue, have still not shown any sign of concrete decisions.
The White House has in fact once again delayed the moment and shifted responsibility for the situation, and many NATO figures, in Munich for the conference on security in Europe, have admitted that it is not certain that a decision will be taken.
So far the only voice heard strongly has been that of the Pope: «With a broken heart I am forced once again to recall the massacre that took place in Sarajevo: I want to solemnly condemn the bestial act that destroys and massacres».
