TIRANË — The final stage of the two-year agreement on the draft Constitution of Albania must be approved. Official sources present have informed that it is now ready for approval. The latest meeting of the Commission for its preparation was held yesterday, Thursday, and was chaired by Prime Minister Meksi. But even this time the representatives of the various political forces did not reach consensus on the issues related to the division of powers between Parliament and the President, as well as on the question of two chambers.
According to what Fehmi Agani, one of the members of the commission, told Gazeta Shqiptare, the opposition once again raised its long-stated demands: that one part of the Constitution define the form of the Albanian state as a parliamentary republic, the expansion of the powers of Parliament and the Prime Minister in relation to the executive, the limitation of the rights of the President of the Republic in directing the government and the High Council of Justice, and greater independence for the judicial system. "In short," said Abdiu, "we asked for the issues with which we could not agree to be changed, so that the Constitution of the Republic of Albania would be that of a true parliamentary republic."
It appears that on many points the representatives of the Social Democratic Party were also not in agreement with their allies in the Government. Skënder Gjinushi and Pascal Milo — PSD representatives on the commission — even left the meeting after lengthy debates over the organization of the judicial system. But the majority supported the version presented. Thus 129 articles were put to vote and the document was divided one hundred percent, which, if fully approved, will form the basis of the Albanian state.

Tomorrow the great marathon of pupils resumes in all schools
School year '94-'95
TIRANË — The 1994-1995 school adventure will begin tomorrow for the hundreds of thousands of pupils in schools at all levels, across the country. Postponed twice because of the unfortunate overlap with the cholera epidemic, another school year will begin its journey amid difficulties, according to no small number of concerns that still cast doubt on the education system.
The inauguration of this year also coincides with important changes. Only a few months ago, President Berisha’s decree established new fines — and in certain cases even confiscation of property — for parents who failed to meet the obligation to send their children to school. Now, with the opening of schools, it will be the first opportunity to see the results of this measure, which aims to curb a phenomenon that has spread widely over the last two years, especially in the rural areas of the country, but also in the cities. Perhaps from October until next May we will have the chance to see fewer children working as street vendors or begging in the streets, while their peers are in school.
Changes have also taken place and will continue to take place within the large body of teachers. Some of them, who did not have the relevant education, are now forced to look for other jobs. But the larger issue is precisely that of these days: among budget-sector employees, teachers’ salaries will also rise soon. The government will provide an increase that, according to initial statements, will be close to nine percent. (see p. three)

More than 190 affected throughout the country
TIRANË — The number of people sick with cholera throughout Albania has reached 190. That was the latest positive figure resulting from hundreds of bacteriological analyses carried out at the Institute of Hygiene and Epidemiology in Tiranë. Meanwhile, the "map" of the presence of the vibrio has expanded, with its appearance, though not in strong outbreaks, in many areas of the country — and at this institute test tubes with samples from suspected persons continue to arrive every day.
Lushnje has now been added to the epidemic list. There are 3 cases that have been confirmed as cholera patients and are now in the city hospital. All of them come from the villages of Krutje and Gradishtë — and from the initial data, none of them had any connection or contact indicating that their infection may have been brought from the areas already declared affected. Meanwhile, in nearby Fier, people with suspicious symptoms continue to appear. Until the bacteriological analysis results are returned — the number of people found positive has risen to nearly 20 — they are treated, as a safety measure, as affected by the vibrio. They are kept under constant observation and isolated in the new wards of the city’s Infectious Diseases Hospital.
The epidemic has not failed to reappear in the capital either. In recent days it has been concentrated mainly in its villages. After more than two weeks, for three families from Paskuqan, on Friday the analyses confirmed the presence of the vibrio also in another family from the same area. Meanwhile, in the Military Hospital, a resident from the Kamza area has been admitted with epidemic symptoms — diarrhea and vomiting.
No answer by Friday for the 4 people from Laç, suspected and urgently admitted on Wednesday evening to the Infectious Diseases Hospital in Tiranë. However, this area has not been spared either: analyses at the Institute of Hygiene have confirmed the existence of cholera in another resident. There are also suspicions in Durrës. Here, a patient from Librazhd, who had been transferred to this city some time ago, has been hospitalized. According to doctors, he was immediately taken to the Infectious Diseases Hospital in Tiranë.

Fier, new registration tax
The Municipal Council of Fier has decided to apply a new tax for all residents who move from other areas of the country — cities or villages — into the city’s territory under its jurisdiction. The measure has been adopted taking into account that in previous years, through uncontrolled settlement of incoming people, there were many problems with urban planning and infrastructure. All newcomers who settle in Fier must pay a special registration tax.[?]

As has been announced, connections will be expanded for cities that need their own satellite repeater centers. This has also been tested in Kruja, and the municipality has signed a contract with the Italian company "Alfa Coma". The project is now at the tender stage, from which the electronic equipment and the method of installation will be determined. The repeater will improve the television signal not only for the city of Kruja, but also for the surrounding villages.
Mother Teresa will expand her mission

TIRANË — "I want to help people in Albania and especially children, whom I love very much." Expressing once again her deep love for her homeland and showing her great humanitarian spirit, Mother Teresa has asked that the presence of her missions in Albania be expanded even further. The request was approved by Prime Minister Meksi, who forwarded it to Nobel and Pages, while at the same time confirming the support of his cabinet for this. During the same meeting — held on Friday morning — Mother Teresa also expressed interest in the situation of Albanian emigrants in Greece, in the treatment and the acts of violence used against them.
It seems clear that the doors of the famous charity have been closed at the mission based in Tiranë. No further action was allowed, together with Minister of Health Maksim Cikuli. Afterwards Mother Teresa withdrew to the headquarters of her Mission in Tiranë.

"Omonia" again before the judges
TIRANË — The five representatives of “Omonia”, sentenced on 7 September 1994 to 35 years in prison by the Court of Tiranë, will again appear before the judges. Tomorrow will be the day when the Court of Appeal will once more decide between the complaints of the five representatives and the ruling of the Court of Tiranë, which found them guilty of "treason against the homeland in the form of carrying out the orders of foreign intelligence services" and "illegal possession of weapons". The diplomatic tension between Tiranë and Athens because of the trial of the "five" of "Omonia" has even increased in the glass palace of the UN, where on Friday the Greek Foreign Minister, Papulias, had opposed the resumption of dialogue unless the proceedings against the minority members of “Omonia” were immediately pardoned. A knife blow to the heart of a 20-year-old
— The emergency response to save the 20-year-old from the village of Kusarth has been to no avail. A few moments earlier, a knife wielded by an unidentified person had struck him straight in the heart.
The immediate intervention of the doctors had been only one last desperate attempt. The circumstances of the cause and the serious incident are still unknown. The investigators of Elbasan immediately opened a case. Only in the evening hours, when the 20-year-old had been taken to the morgue, was his identity made known: the 20-year-old was called K. Kusa[r]thi. (H.)
Tetanus in a few-day-old infant
FIER — A baby only a few days old has been affected by the serious disease tetanus. The cause was mainly an infection contracted during birth. She was born at home outside any medical care and the little one is being treated. She is now hospitalized in the resuscitation unit of the pediatric ward of Fier Hospital.
The alarm over the onset of tetanus had arisen only a few days after her birth. Her mother, 30-year-old L.H. from Sukës i Fierit, gave birth at home. It was precisely there that the newborn baby was infected with the dangerous microbe. In this case, her life was saved by the doctors’ treatment and therapy with antitetanus serum. The very people who assisted using primitive means had cut the baby’s umbilical cord. Mother and child have both undergone treatment and the girl has been vaccinated against tetanus.
