TIRANE – An attack on the home of the President of the Court of Cassation, Zef Brozi. In the early hours of yesterday morning, unidentified persons set fire to the door of the president’s apartment. A few minutes later, he and his family noticed that the apartment door was burning. They immediately managed to extinguish the flames and avoid greater damage.
From the first information, the police suspect that the perpetrators of this attack intended to take revenge on Brozi over a court case. Also yesterday, police forces arrested a married couple from Tirana, suspected of being the perpetrators of the arson.
At least over the last 18 months, this is the third attack on the President of the Court of Cassation. Another time he had been threatened by phone, while a few months ago a bottle with gasoline had also been thrown at his home.
On 11 October, the same thing had happened in the apartment of the judge of the Capital, who had earlier been a judge in a case against one of the arrested men.

At that moment Brozi rose up shaken and with the vice president of the Court of Cassation, has gone the suspicions of the investigators. It is also known that the Kushe family had had a judicial conflict with the institution in October Brozi, a conflict that had now taken dangerous local proportions. We suspect that Kushe perhaps had rather unjustly sought revenge and an anonymous threatening letter, which had arrived only a few days earlier at Brozi’s address. Thus perhaps this was enough for the Prosecutor’s Office to order the arrest measure for the Kushe spouses, the wife accused of carrying out the attack, while the husband, for complicity. But the investigations have not ended, and only their conclusion can shed full light on the attack of 18 October ’94.
The attack on Brozi is the second against the homes of high-ranking Albanian officials. In March ’91 the target had been the home of the former Minister of Health — now Secretary General of the PD — Tritan Shehu, who had been spared the flames of an incendiary substance thrown under the door. Even then it had been the neighbors who had saved everything, although the event had remained mysterious and without an author.

TIRANE – The charges of “waste” have been brought against Muharrem Sako and Gjergji Toto. Yesterday in court, the ruling continued against the two, sentencing each of them to 2 years in prison. They will also be required to pay 222 thousand dollars in compensation.
The decision was handed down yesterday by the Tirana District Court. According to the prosecution, Sako and Toto had been involved in a case related to tear gas and its sale. The court ordered imprisonment and payment of damages.

TIRANE – Just when it seemed that the case of the five members of “Omonia” was fading into silence, the Albanian Helsinki Committee (KSHH) has also spoken out. In a statement issued on Friday by activists from the organization’s center in Tirana, the Court of Cassation was asked, “as the supreme instance,” to examine the case once again. According to the minorities, the sentencing procedure of the minority members had “procedural irregularities at the investigation stage and also disregard for the court hearings”.
Among these, KSHH criticizes the arrest of the five without an “arrest warrant”, more precisely by the competent authority, without the detention being extended and the execution without documents. According to KSHH, this trial is “irregular” and should be reopened.
The statement also mentions objections that were made regarding their transfer and the conduct of the proceedings, citing different representatives. KSHH calls on the Court of Cassation to consider the request.

TIRANE – It will be a collective agreement that will now define all labor relations, obligations, and the rights of healthcare workers.
According to chairman Arben Gina, 23,000 workers in this sector are still represented, and they have now signed the contract with the Ministry of Health, which came into force only a few days ago.
“The signing of this act,” Gina tells Gazeta Shqiptare, “is a guarantee of results that is important for trade unionists.” This agreement secures women working in this field, including the private sector. Thus, together with working hours, there will no longer be more than 40 hours per week and any work established by an agreement with the employer will be mandatory.
According to representatives of this trade union, the improvement of some conditions in the payment system can be considered a kind of achievement. “The difficulty of the work will be reviewed, especially that arising from various harmful infections that they work with,” these representatives again state, “and for this a 30 percent increase is envisaged, going up to 50 percent of the functions for all areas in the payment system, and the 13th salary will be given at the end of the year.”
With the signing of the collective contract, the union will also expand its role with participation in the management of the enterprise. Employers will be obliged to recognize union representatives for providing economic and financial information as well as its distribution. So now, for workers, there will not only be obligations but also more rights, and even money.

DURRES – The adventure of 26 Albanian clandestine migrants from Vlora by speedboat toward the Italian coast has been spared from turning into a tragedy. Detected by the coast guard forces of the Border, dozens of meters from the Italian shore the capable Bari police set fire to a boat. At the moment this was happening, the newcomers were moving to escape pursuit by the Italians. And precisely everything was attempted while losing orientation over the sea with which they were becoming quite well known. Fortunately, it was an Albanian warship – found 14 miles from the mouth of the Seman River – that escorted them to the port of Durrës.
While the two owners of the speedboat escaped miraculously, one of them is in Italy facing an accusation of “wilful murder”. According to Italian prosecutors, he – his name has not yet been made known – threw two children into the sea when their parents were afraid to disembark because of the large waves.

ELBASAN – It was a serious mistake, from a little too early. But a year-and-a-half-old child, from the 27 Nëntori neighborhood in Elbasan, was rushed to hospital in serious condition. The child suffers from a common skin disease, for which the doctor had recommended the use of a medication. TIRANE – “Social Democrats should vote against the draft constitution.” The decision of the National Council of the Party, PSD Chairman Skënder Gjinushi, put forward for discussion at the National Conference that began on Friday in Tirana. Gjinushi too – like Godo of the PR a few days earlier – expressed harsh criticism of the coalition in which it has taken part since the 1992 elections. The coalition with PD and with the winner, Gjinushi said, mentioning among the main contradictions with its allies the issue of privatization, the arbitrariness of administrative reform, and corruption. TIRANE – One shot, after a crackling sound and then a loud bark. That is all that is heard in the neighborhood where “Dyl Hysi,” the hunter of stray dogs, passes. With him, for one night, through the streets of Tirana.
But more than the dogs, he speaks with old stories of the good old man. A helmet on his head, a cigarette that is almost always lit, and his hands on his lips and the other hand always clenched as he prepares to shoot, he stands calmly, with no hatred. But if you ask about the job, Dyl Hysi shudders and says in a low voice: “The dogs are being removed on orders from the municipality, for two decades and dozens.”
“One time a dog grabbed me by the legs,” he says, “but the work goes on.” Dyl – wearing a military shirt and boots – does not mind the late hours. “If I were to do that, I wouldn’t be here.”
He says the salary is not high and that more than the pay, “habit” keeps him going. “I’ve seen all the faces of Tirana at night,” he adds, laughing. Then the car stops near a group of dogs and everything returns again to his work.
He fires and the dog falls. “I don’t rejoice in this,” he says, “but somebody has to do it.”
In the morning he returns home, with stories, with fatigue, and with another night spent chasing stray dogs.
