TIRANA — The prefectures in Albania have now moved beyond the initial stage of their creation and have become the first elements of state-building; yet the prefectures do not have the power needed to respond even more effectively to their duties and to the corresponding authority of the government, and in fact the prefects have brought the law “on prefectures” under criticism.
Today they met in a special session in the meeting hall of the Durrës Prefecture, where all the prefects of Albania set out their demands for the many powers they lack. And it seems that for this reason the prime minister is calling them together again for a joint discussion.

In addition to the shortcomings in the law on prefectures, the meeting also expressed concern about the lack of a precise definition of the position of the prefect institution, first of all in relation to local government bodies but also to those of the judiciary or the police. Likewise, the absence of exact provisions for the prefectures, which continue to remain in a vacuum, was highlighted. In this context, the urgent need to appoint general secretaries, a post that has remained vacant for several months, was also noted.
In conclusion, the prefects decided to compile all their suggestions into a single document. At the same time they intend to send it, together with their problems and proposed solutions, to a meeting with Prime Minister Meksi.

TIRANA — The courts counterattacked the Albanian Helsinki Committee regarding its statement about irregularities in the court proceedings against 5 Greek minority members issued here. It was the judicial panels of the Tirana district court and of the Court of Appeal respectively that refuted and rejected the claims and accusations made against them by the Albanian Helsinki Committee, even describing them as interference in the internal affairs of the Court and as a violation of its independence. In both counter-statements from these courts, the Committee’s accusations are also described as unfounded and not based on direct monitoring of the process in question. Both courts also expressed surprise at the Committee’s rather late reaction, when — according to them — its representatives had been given the opportunity to follow the proceedings themselves and to contact the courts. TIRANA — Farewell to coin-operated public telephones. From now on Albanians will also try calling with magnetic cards, or at least they will no longer have to remember how long it takes to operate a public phone. In the first week of November, 10 units will initially be inaugurated at the central post office in Tirana, while other units will be installed at the Kombinat post office. The magnetic cards will have 50, 70 and 100 impulses and will be sold in all Telecom service offices in Tirana. They will be the size of a business card and the user, by inserting it into the telephone set, will be able at any moment to check how many impulses are still left to speak. (gj.p.)

TIRANA — The unusual presence of mosquitoes for this period is worrying residents of the capital. Large swarms of this insect are still buzzing around, settling on the walls and in the apartments of citizens. The rains and bad weather seem to have had no influence at all on their disappearance. On the contrary, as if newly arrived in November, mosquitoes are appearing as never before. The situation is truly serious. At least for the city’s inhabitants. All the disinfectant products now filling the shops seem to have been ineffective against the annoying mosquitoes.

SHKODER — One of the problems that has begun to erode life in northern Albania has once again returned to the center of attention: blood feud. This time it was discussed by representatives of state institutions themselves. The mayors from all over the country, gathered in their association, dealt with issues among the most pressing. Alongside the protection of children, reconciliation in blood feuds will be one of their main areas of work in the future.
In truth, blood feud has returned and taken refuge in the homes of the inhabitants of the northern mountains, not only in villages but also in towns, especially in recent years. But fortunately, the painful reports of various cases of seclusion are now being countered by those that tell of many, many reconciliations. Rallies continue across Albania — by individuals and political entities — for the referendum on the draft Constitution of 6 November '94. One of the gatherings most recently took place with Berisha on Sunday in the Mokra area and in Korça. Meanwhile, the PS rally in the city of Vlorë was held in the Sports Palace — dedicated to the Constitution. In these days, rallies have also been held in Paskuqan, Kavajë and around Elbasan, in Ersekë and Korçë, as well as by parties both parliamentary and extra-parliamentary. 16 Albanian citizens were repatriated after having tried on Saturday to enter Italy irregularly, aboard the ferries connecting Vlorë with Otranto. All 16 were found with false or irregular documents by the Carabinieri and the border police officers at the port of Otranto. All were prevented from disembarking and the measure of rapid repatriation was taken.

According to the first data, taken from the Mega television channel, the conservative candidate Dimitris Avramopulos has surpassed his socialist rival, former Minister for European Affairs Theodoros Pangalos, by eight points in the Athens mayoral election. In Piraeus the socialist candidate won 51.5 percent against the conservative’s 46. Election day was characterized by alarming numbers and upsets. Voters elected 253 mayors and 31 provincial governors.
Cholera: three dead in Romania
Three new deaths due to cholera in Romania bring the number of victims of the epidemic to four since its outbreak in September. This was announced by the Romanian Ministry of Health. The deceased were of different ages but had long suffered from chronic illnesses before becoming infected with cholera.
Cholera in Bari: two patients remain

BARI — After the two cholera cases found in Bari in recent days, microbiological tests have given a negative result for a third person, although there had been strong suspicions. She is an 88-year-old woman, who until now had symptoms similar to those of cholera. Specialists from the infectious diseases department of Bari’s Polyclinic do not rule out the possibility of this disease. It is therefore a case of illness that, even though it has now moved beyond the two previous cases, cannot yet be confirmed from a microbiological standpoint.
The elderly woman began to recover on 8 October and, due to hospitalization, had a vascular blockage and was admitted to a non-chronic ward. At present, despite the risk of death, within a week in a state of uncertainty she is expected to recover.
For now there are no signs or other suspicious cases of cholera.
Tension rises between Greece and Turkey
ANKARA — Exchanges of tension between Turkey and Greece have once again worsened. The Turkish side is now taking on a more stretched and nervous tone over alleged “violations” by Greece in the Aegean region, where the territories of the Aegean Sea have been tense for days. The news was confirmed on Sunday by the Turkish Foreign Minister Murat Soysal, who told Italy that the Hellenic government had asked the first ultimatum from the Turkish army “that this war at sea send the soldiers back according to the established order”.
