It is precisely the certificate issued by this inspectorate, which confirms that assistance applicants do not own a vehicle, that they are seen by the welfare booklet from the District Council[?] Social Welfare Office of the Municipality of Krujë. Other necessary documents are those proving that the people interested in assistance and unemployment are among those who have not taken out a bank loan or who have land in use. In fact, this is a practice periodically used by those who are assisted by this office, and do not want to be bothered. This instruction is intended to prevent abuse by people who benefit from social assistance while driving around. Currently, in this office the number receiving full or partial social assistance is about six hundred families in the city and villages of the Krujë district, who under a simple rule are required to show that they are not on foot and only six of the families do not have a car.
