Genc Ruli, seated in the witness box at the request of prosecutor Rakipi, testified that in 1991 he had been chairman of the Committee on Economics and Finance in the Presidential Council. He was later appointed Minister of Finance in the stability government and in the Meksi government. Asked by Nano’s lawyer, “Who caused inflation?”, Ruli said that “the cause was the freezing of prices and the free market in foodstuffs.” He further clarified that “after prices were frozen by the Nano government, the free market in bread and meat pushed them upward.” He said he had no knowledge of any decision by the Nano government on devaluing the lek, but that since “the exchange rate was set in the market, government decisions certainly also had an impact.” Ruli contradicted Pashko’s statements about the responsibility of the stability government and said that “inflation began in 1991.” In response to the defense’s questions, he stated that “as Minister of Finance I implemented the laws and decisions in force.” Other issues were also mentioned in the courtroom relating to the “Arsidi” scandal, privatizations, relations between the government and the justice authorities, as well as the role of other former officials.
