“Arsidi”, Ruli’s version of the truth
Fatos Nano is also expected in the courtroom today
Hoti accuses on behalf of 8 officials in the court sessions. In testimony, Gramoz Pashko: “Who caused the inflation? The blame lies with Nano’s government.”
TIRANA - Either he accepts the file containing the defense lawyer’s accusations and the market’s suggestions for bread and meat, or he denies everything completely. That was the thrust of the questions the Prosecution put yesterday to the defendant Genc Ruli. The former Minister of Finance appeared before the court in the case against former Prime Minister Fatos Nano. For two and a half hours, Ruli answered questions from the defense and the prosecution, while disputing many of the statements made by Thursday’s witness, former deputy prime minister Gramoz Pashko. Genc Ruli, seated in the witness box at the request of prosecutor Rakipi, testified that in 1991 he had been chairman of the Committee on Economics and Finance in the Presidential Council. He was later appointed Minister of Finance in the stability government and in the Meksi government. Asked by Nano’s lawyer, “Who caused inflation?”, Ruli said that “the cause was the freezing of prices and the free market in foodstuffs.” He further clarified that “after prices were frozen by the Nano government, the free market in bread and meat pushed them upward.” He said he had no knowledge of any decision by the Nano government on devaluing the lek, but that since “the exchange rate was set in the market, government decisions certainly also had an impact.” Ruli contradicted Pashko’s statements about the responsibility of the stability government and said that “inflation began in 1991.” In response to the defense’s questions, he stated that “as Minister of Finance I implemented the laws and decisions in force.”
Other issues were also mentioned in the courtroom relating to the “Arsidi” scandal, privatizations, relations between the government and the justice authorities, as well as the role of other former officials. The trial continues today and Fatos Nano is also expected to testify.

According to preliminary reports, the disappearance was discovered under unclear circumstances and has provoked strong reactions in religious circles. The article also mentions suspicions about trafficking in religious objects and shortcomings in the protection of sacred sites. The authorities have not yet provided a convincing explanation.

Corruption in administration in poor countries fuels poverty and destroys trust in the law. These are some of the conclusions of a long commentary, which also mentions the influence of foreign investors, the political climate, and institutional reforms. The article also addresses the role of public opinion, transparency, government accountability, and the need for clear rules of the game.
