CONSTITUTION / Polemic in the PD over the approval of the draft law
TIRANË - The President of the Republic, Sali Berisha, and the chairman of the Democratic parliamentary group, Spartak Ngjela, yesterday described the draft constitution, drawn up by foreign and local experts, as “a very good constitution”. The two senior PD leaders mentioned more or less the same features of the draft, which has been taken under review by the Democratic parliamentary group. This draft is now being opposed by several MPs and section heads from branches of the Democratic Party in the districts. Thus MP Sokrat Koci, a member of the PD National Council, said yesterday to “Gazeta Shqiptare” that “there is no possibility for this draft to be approved by the National Council of the Democratic Party”. “We will examine it in detail and judge whether or not it is in line with the PD program,” Koci added. He described Berisha’s position as anti-democratic, since Berisha had declared that “Parliament will approve the constitution, after the opinion that will be given by the PD National Council”[?].

In an extended comment, President Berisha presented the draft as a version also suggested by European experts. He said his position is that the draft should pass through the party forums and then through Parliament. On the other hand, Selimi and several other opponents of the draft have stated that they remain of the same view and have denied the president’s account of how the debate has been presented.
