TIRANA - “It is in the interests of Dylber Vrioni and all state officials to understand that the position they hold does not spare them responsibility when they violate the laws.” A three-page complaint left the office of the President of the Court of Cassation, Zef Brozi, yesterday morning, bound for the desk of the capital’s chief prosecutor, Arben Qeleshi. But inside it was the name of the No. 2 in the Albanian Government, along with a very harsh accusation by Brozi, just signed and directed at Vrioni: “abuse of office.”

TIRANA - Two senior Albanian military officers have been relieved of their duties.

Major General Armando Vinçani has been appointed Deputy Chief of the General Staff of the Army. Vinçani is 43 years old and was born in the city of Shkodër. Mother leaves, abandoning her two children
THE STORY
KORÇË - A mother’s mysterious disappearance in Përmet.
For several days, 20-year-old Sheqere Mustafaj has been away from her home without leaving a trace, leaving her two small children alone: one 40 days old and the other two and a half years old. Meanwhile, her alarmed [?] husband has now informed the police.
Mustafaj, from Stravaj in Përmet, was last at her home last Thursday. She has not been seen since that day, and nobody can say where she is or knows the reasons for this mysterious departure. Both children have been left alone. Her husband has suddenly found himself facing another task: becoming both father and mother to his children. But if arrangements have been found [?] for the two-year-old, for the tiny newborn the best solution was for his mother to be there again, like the sisters of Mother Teresa.
The sudden disappearance has found no explanation from Sh. Mustafaj’s husband either, and he has also turned to the police for help in finding out what happened to his wife.

Berisha - Van Der Stoel: Minorities, the key topic of discussion

TIRANA - The OSCE High Commissioner on National Minorities, Hans Van Der Stoel, has arrived in Tirana once again.
Once again, Albania’s No. 1, President Sali Berisha, received him shortly after his arrival, in a special meeting [..], speaking with him at length and discussing important issues in Kosovo and Macedonia, as well as respect for human rights in those regions in accordance with international standards.
“Serbian occupation in Kosovo” was the phrase Berisha used to convey the gravity of the situation in Kosovo under the Milošević regime. The Albanian President did not, however, forget to congratulate the OSCE High Commissioner on National Minorities for his persistent work to open schools and uphold the right to education and culture of Albanians in Macedonia.
