TIRANË - The Socialists yesterday went “inside” their Second Congress. The electoral platform, socialist messages to the people’s leaders on the eve of these elections, the resolution, the Congress’s appeal, as well as approval of 351 candidates for the ’96 elections, were all presented yesterday during the proceedings of the PS Congress. This political material, “served up” by PS officials and subsequently approved by 600 delegates to the PS’s Second Congress, covered these matters. Bosniak refugee in Vlorë
THE STORY
. Bosniak refugee in Vlorë.
VLORE - Although the flag of peace has been raised in Bosnia and the bomb blasts are no longer heard, new people and emigrants continue to come from there. He is 25-year-old Qemal Haxhihaçi, from a village near Banja Luka, whom fate has “turned” into a refugee in Albania. Some time ago Haxhiu had brought his poor brother here, with the help of a man from Shkodër. Alone, with not a lek in his pocket, traveling by hitchhiking, he arrives in Tiranë. He knocks at the door of his embassy and learns that the missing documents can only be sorted out in Vienna. With the one hundred lekë given to him at the embassy, he heads south and attempts to cross the Greek border along with a caravan of Albanian clandestine migrants. Fortune does not smile on him, and he is sent back by the Greek police to where he came from. Vlorë then becomes his sole dream and hope for crossing from there toward Italy. Ten thousand lekë are promised to him by the smuggler, but there is a delay because he lacks the money needed to pay for the clandestine migrant’s “passport.” His attempts to get “grama” help aboard one of the fleet’s ships have also come to nothing. Now he is forced to look for any kind of work to survive.
“The war weighs heavily on my spirit,” the Bosniaks say. “Now my family is not in a school building. I had left my country before the war broke out. I went to Italy and worked there for three years. I couldn’t get the documents, and I returned to Bosnia with all my savings, 150 thousand marks. I want to go to Italy again. Albania? The people are better, but the future is even poorer than for those who have money,” says Halil Shavri Marko.

Socialists’ lawsuit: ruling to be issued on April 2
ELECTION LAW / Constitutional Court postpones ruling
.
No ruling by the Constitutional Court on the election law was announced yesterday. The judges postponed it until April 2, just one day before the parliament that passed it is dissolved.
TIRANË - The Constitutional Court has postponed its ruling in the electoral law case. Scheduled for yesterday morning, the ruling has been postponed until April. Thus, the Socialists have been unable to receive an answer to the lawsuit they filed with this court against the election law. Without giving any possible reason, the judges at the highest level of legality in Albania have merely stated that the ruling will be issued on April 2. Following this ruling, the Socialist parliamentarians said they would abolish this.

Lezhë, ceremony for Kabashi’s 90th birthday
A century-old cleric celebrated
.
LEZHË - An entire life spent in faith in God, art and philosophy. Not even years in prison were enough to destroy his mind and faith. Leon Kabashi, one of the best-known Catholic clerics, found himself yesterday surrounded by the admiration not only of his fellow townspeople, but also of numerous friends. The ceremony marking the 90th birthday of the elderly Albanian cleric Father Leon Kabashi was held at the “Dom Leshi” Franciscan church in Lezhë.
Father was born on March 25, 1906, in the city of Shkodër. “Kabashi was also a talented child in decorative painting,” Simon Jubani, the first senior cleric in Albania in 90, told Gazeta Shqiptare, “and many other Italian newspapers from 1928–1931. FOOTBALL. Heated controversy after the “Elbasan”-“Olimpik” match.
Sejdini: “A scandal took place in Elbasan.”
The coach against the referee: “He made a serious mistake.”
TIRANË - “As long as I am coach, I will never accept that matches be [unclear] Jorje...” This was a statement by “Olimpik” coach F. Sejdini, who had never previously had disputes with referees, at least not in the press. Nevertheless, he too has a reason. “I am not defending the draw in ‘Elbasan’—” This is exactly what the match referee said, while Sejdini condemned it forcefully and indignantly. You can ask the players too. They will confirm this.
“What happened there cannot be called football.” Immediately after the equalizer by the referee, everything degenerated. They began punching and kicking us, while the referee pretended not to see. In fact, he was the one who encouraged it.” This was the statement by “Olimpik” captain Mergjushi, which makes a serious accusation against the match referee, Behar. To explain further, before the match Peço shouted toward the assistant referee: “I addressed him to see [unclear] the shame for you and for the referees you have brought.” Immediately, he struck me on the shoulder with the flag. Is that really acceptable?” Dime then gives his account and describes the blow.
“I will not leave this matter at that,” Sejdini continued.
“I know referees have their own problems, but I can never remain silent about blatant [unclear]. I don’t understand how it happened, when even the home crowd did not let [unclear] in other places. I truly respect referees. I will direct my protest to the Albanian Football Federation, and the whole [unclear] should help us with the match officials.” All in all, this needs no further comment. As the championship, which is nearing its end, goes on, rivalry is growing ever more intense, and the referees’ role should be decisive in ensuring it runs smoothly.
