Bonds escape “burning”

Second phase of mass privatization: September '95 - December '99 Bonds escape “burning” Deadline for securities postponed It will be 31 December of this year when the privatization vouchers from the first installment will expire After the anticipated depreciation of the vouchers on the free market, the government’s decision to take this measure was more than necessary so that the price of the securities could start to rise. The large stockpile of privatization vouchers that still have not been used had reduced demand to almost a minimum. Just a few days earlier their price had fallen to 12 percent of their value. The National Privatization Agency Directorate has not itself published the list of the fourth package of enterprises designated for privatization. On page 7

The Albanian stock exchange opens tomorrow

Bonds will also be traded TIRANE - The stock exchange and, more generally, the securities market — a name still unclear to most Albanians accustomed to reality. The Bank of Albania stated that on 2 May, under its auspices, the first stock exchange in Albania will be set up in the oval hall of the Bank of Albania itself. After a series of major enterprises through securities and the second step toward creating this important financial institution, the law on securities has been approved by parliament. On page 7

Central Commission: "We will leave you out of the elections"

Lists do not arrive in Tirana TIRANE - “We will leave you out of the elections. Send the documents!”. A telegram issued from the office of the central election headquarters sets the final limits for the district commissions. Although the flow of document deliveries continued until the last hours of the day, the Commission regards the procedures as late. More than 700 candidate names and the corresponding files had been submitted by 22:00. The total number of candidacies to be screened by the 138 intermediaries from the seventeen commissions is over 1100. There are 38 party entities that will test their strength in one of the elections, and only a very small number of independents. Central Commission On page 3

"Here is how the screen will be used by the parties"

A new regulation on RTV TIRANE - Here is how the parties can “take over” Albanian television. It is an RTSH regulation that defines the ways Albanian parties will be given access to the small screen during the '96 election campaign. A long studio discussion and another amount of airtime in the days before the elections. These are the spaces that the blue screen offers the parties to make up massively for their '96 share. The process for “wings, titles, and [d]ouar[?] and [?] [d]a[?]” [?].

Crosses the border for a WC

Incident? GJIROKASTËR - The lack of a toilet at the Kakavijë customs post almost caused an incident between Tirana and Athens. An Albanian customs officer crossed the border yesterday unlawfully to take care of personal needs, but was caught by Greek guards and ended up in the prison of Ioannina, suspected of being the author of a terrorist act. Greek crime-scene experts arrived on site and, willingly or not, “signed off” on the incident. It happened Tuesday morning at the Kakavijë customs post. An Albanian customs officer crossed the border and drew the attention of witnesses because he wanted to carry out the most innocent act in the world: to satisfy personal needs. The Greek guard’s eye was vigilant. The customs officer’s actions seemed clearly suspicious, and shortly afterward he was caught in the act. Their conviction was that the customs officer would put the whole other side into the prison of Ioannina, while crime-scene experts examined the site. It was quickly understood that the customs officer’s transgression had been made for a single purpose and, it remains to be seen, he might be mocked together with the other Albanian clandestines. p.re. Divorce for the troubles of an emigrant

He leaves his wife for the sake of some documents The spouses before the judges: "We have no understanding" SHKODER - “You will separate because you do not understand one another.” As with dozens of divorce cases that come before the court, the request of a couple from Shkodra has also arrived. They want the “dissolution” of their five-year marriage through divorce. They are very determined and cannot have any incentive to go back. But as is true [In] the sacrifice has a clear tone. The two of them were joined in marriage on the roads of [4?]dhji in quiet times [?] and the husband[?] — who currently lives in Italy — needs to appear single. If the documents are [to] which the marriage apparently does not favor him as an emigrant and they have chosen to separate. It is a stamp that, although formal, carries a rather hopeful coloring for well-being. Thus the Shkodrans saw the “turn” in their lives, a decision that was not understood by either side of the parents and still causes surprise. In any case, the court hearings have not yet ended. The couple, despite the harsh testimonies, continue to be exchanged between two people bound for life only naturally, while the file of love is being sifted and the spouses’ impatience lingers behind the door of justice.
