TIRANA - Parties are "securing" campaign funds. More than 200 thousand dollars are what the state treasury will spend to fill the coffers of the parties competing in the elections. The figures - although not officially confirmed - emerged yesterday from the offices of the Ministry of Finance. "We have completed the draft and the amounts due to the subjects." That is what they say in the budget directorate, without specifying the deadline for their delivery. Although delays in the distribution of funds are acknowledged, specialists at the Ministry are waiting for the Prime Minister's "permission" to issue the checks in advance.

After polarizing the campaign through a showdown with his communist rival, the outgoing president now seems to be seeking agreements to withdraw candidacies, in order to secure a better position in the first round on 16 June. Yeltsin, who according to polls is in first place among non-communist candidates, is considered immune to a challenge from Gennady Zyuganov, the candidate of the Communist Party. None of the candidates has obtained the 50% plus one vote required for a victory in the first round.
