The second killer of Kaloshi is caught
An Albanian refugee is arrested in Italy
TIRANA - Searches are also under way in Italy for the killers of Bujar Kaloshi. Yesterday morning, a police squad in Brescia arrested a 35-year-old suspected of participating in Kaloshi’s murder. Zyhdi Dedeji, who worked in agriculture and was known simply as a laborer, was caught by police after a lengthy period of surveillance by investigators. An international arrest warrant had been issued for Dedei by the Tirana Prosecutor’s Office, as he was suspected of murdering the senior prison official. After a 22-year-old was caught in Tirana a week ago, the search shifted to northern Italy, since, according to police information, the other two killers had taken refuge there. It is reported that Albanian police investigators have also left for Italy to coordinate actions with the Italian mobile police units. Dedei was detained yesterday following a major operation by police in the Tremosine area and is expected to be sent to Albania for questioning. It is also reported that police are intensively searching for the other killer.

July: bread with inflation
But vegetables are cheap
TIRANA - Instat publishes the inflation figures for the months of 1996 that have just elapsed. Behind the cold language of the figures, rampant inflation in the prices of bread and cereals is revealed, especially during the past month. They rose by 15.8 percent; bread alone rose by 19.8 percent. This price increase was somewhat offset by the drop in vegetable prices.

money converted into prison
TIRANA - One thousand lek in unpaid fines is equivalent to one day in prison.
TIRANA - One thousand lek No small amount, but around 700 thousand lek, who have refused to comply with the court’s ruling after it became final. The enforcement office, unable to enforce the ruling in the 40 cases mentioned above, has asked the Tirana Prosecutor’s Office to convert the amount of money into prison time for those at fault.
This year, the office has enforced 105 rulings resulting in fines, collecting a sum of 150 thousand dollars. Meanwhile, its registers contain a total of 256 rulings, plus 79 unenforced rulings carried over from last year. But while the enforcement office’s managers have had few problems enforcing more than 100 rulings, 40 people have refused to see the justice ruling through to its conclusion. They have resisted enforcement of the ruling, from whom around 7 thousand dollars should have been collected. For this reason, the office has asked the Tirana Prosecutor’s Office to turn the unpaid amount into prison time, converting one day in prison for every thousand lek. Thus, instead of paying the money they refuse to pay, the 40 defiant people will have to serve a total of 700 days in prison. (me.ki)
“Halfway armchairs”
TIRANA - A permanent electoral commission is being designed.
Yesterday’s presidential roundtable laid the first groundwork for this commission. A part of the organization that will soon direct the entire Albanian electoral mechanism has thus been outlined. It will consist of 11 members; the government will head the Commission, and the parties will have equal representation, with 50 percent of the members. “That was my role; now the parties can deal with the details,” the head of state declared at the end of the meeting. “We will soon initiate another roundtable,” PD leader Tritan Shehu declared shortly afterward. According to him, the roundtable was intended to discuss the technical aspects of the central Commission with all the parties that govern locally. Left-wing opposition parties were absent from this presidential meeting; they continue to remain faithful to their opposition stance: “The Commission, a deception farce”

According to the party trio, strong reservations have also remained among the electorate at the grassroots.

The “rebellion” of a drunk policeman: he fires at his boss's car
Delvinë, the unusual incident is under investigation
DELVINË — A drunk policeman fires a pistol at his boss's car.
For all those who have worn police uniforms, the days are nothing but dark and dramatic. The incident, which nearly caused a tragedy, took place the day before yesterday, in the evening, at 20:30, in the square of the Gjashte garden, in Delvinë. The Delvinë Police Station officer, Alfred Fiku, had been drinking at one of the city's bars and had gone out into the street. The circumstances of the incident are still not clear, but apparently he was affected by something and had appeared in his boss's car, the chief of the station where he also worked. According to police sources, he had taken out his pistol and fired at the car of his boss, Rami Kajtazi. After this incident, Fiku was detained and taken to the police station, which he had left just a few hours earlier as a policeman. Meanwhile, judicial police officers are investigating the circumstances to clarify the policeman's unusual rebellion.
“A popular saying may perhaps be based on facts such as these. The rare tragedy seems to have ‘stopped’ at that moment, with policeman Fiku having gone so far as to fire his pistol at his boss's car.
