Bread-price compensation: Confederation on strike
One-hour protest on September 16
TIRANA - A statement has arrived from the offices of the Confederation of Trade Unions of Albania.
September 16 has been set as the date for a one-hour strike, through which protest will be voiced against the Government’s decision concerning the liberalization of the price of bread and the amount of compensation set by the Meksi cabinet. Following the announcement by the Union of Independent Trade Unions, the strike will now be held by both sides, for the same reason. Agreements between the two major trade-union organizations are known, but it seems that on September 16 there will nevertheless be a silent strike—a common language. On page 7 … [visible text continues] … The special forces surround the house and enter it. Inside the residence they find a genuine wartime tally: one dead and 12 wounded. All the victims are taken to the civil hospital in Vlora, and an investigation into the incident begins immediately. The 12 wounded clandestines receive first aid at the hospital—only one of them had wounds on his torso; the others had been shot in the limbs. Erion Muça, who is around a police officer [text unclear], has also been admitted to the same ward. The clandestines have also asked the police for help. “Some people from Vlora came and threatened us and pressured us not to speak. We fear for our lives,” says one of the wounded. The Vlora prosecutor has asked the hospital directorate to provide them with an ambulance to take them back to where they came from after their unfortunate and bloody adventure. p. re.
Vlora battle: one killed, 12 wounded
Assault on refugees
VLORA—A massacre in Vlora. One dead and 12 wounded on Monday evening was the toll of the battle that took place inside a private house in the Skela neighborhood of Vlora, where a group of refugees was sheltering.
They were waiting for the arrival [of the boat] to begin their journey toward the Italian shores when the tragedy occurred. Two armed men had gone there and demanded that the clandestines hand over all the money they had with them. The clandestines refused, and when the robbers returned for a second time and demanded to take a girl who was in the group with them, the tragedy occurred. The clandestines tried to defend themselves, and during the fight one of the assailants was killed on the spot by an automatic weapon—his companion shot him accidentally—while the other was seriously injured by blows from the clandestines, who beat him badly.
“It was a real nightmare,” one of the wounded clandestines recounts, describing the whole scene of Monday evening’s tragedy, after which one person was killed and 12 others wounded. The clandestine, who comes from a northern city, is afraid to give his name and fears later retaliation by the victim’s companions. He is being treated at the civil hospital in Vlora and has been wounded by two bullets in his lower limbs. “We had gone to Vlora on Monday morning and they had told us we would leave in the evening. They put us up in a house by the sea, in the Skela neighborhood, and told us not to go outside so as to avoid the police. At 8:30 p.m. the door opened and two men came in. They showed us a knife and a small automatic weapon. At first we thought it was a toy, but we got frightened when we realized they were serious. They demanded all the money we had with us—each of us had at least one million lire—but we refused to give it to them. They left and threatened that they would come back. And they came back two hours later. They pointed the automatic weapon at us and, when we refused to give them the money, they fired and wounded several of us in the legs. They demanded that we take a girl who was with our group along with us. Then we said they would kill us all, and the instinct to survive proved stronger than fear. We all attacked them together, and what happened, happened. Erion Muca—he was holding the automatic weapon—fired again, but the bullets hit his companion, Saimir

Draft law on local elections
The articles that will correct the May elections
TIRANA - Another law for the local elections.
Its 48 articles will regulate the entire electoral framework for October 20. Beneficial to all, the draft began taking shape as such at the meeting of fourteen parties held a week ago. It was this meeting that put forward options and proposals that would later become the basic articles of the new draft law. A different structure for commissions, new scope for their powers, no police at polling stations, and a public radio and television service. These are some of the innovations incorporated into the draft law’s articles, which are expected to be voted on today by the Albanian Parliament. The political parties’ reactions are not yet known; in recent days they have voiced reservations about the lists and the results of the meeting with the President.

ELBASAN
“I want a divorce, my husband is impotent”
Sexual dissatisfaction is making women rebel
ELBASAN — Women are “rising up.” A number of civil lawsuits have arrived at the court in the city of Elbasan, brought by women who hold their husbands responsible and accuse them of impotence. The “fatal” phrase is not written in the petition submitted to the court, but is confided privately to the judge who signs the divorce. Both parties prefer to maintain complete secrecy, and the divorce is usually by mutual agreement.
“My husband and I are incompatible, so I am seeking a divorce,” is the wording of the request made by the dissatisf... [text cut off/partly illegible] ... For judges, it is difficult ... fatal. The couple has no children, and the separation is due to the husband’s sexual impotence. The petition also states that the unfortunate husband “doesn’t treat me like a woman.”
A judge says that male sexual impotence has been a problem leading to a number of divorce cases, but in these cases the real reason for the divorce has always emerged. Usually, the parties separate by mutual agreement and refuse to make the truth public. Moreover, at a point from which a new life begins, a forced divorce is viewed as a misfortune for both sides.

Lawyers protest: “The court panel must be disqualified”
TIRANA — “The traders of ‘Arkond’, Faqe(dhaj), who put hundreds of millions of lek into ‘Arkond’s’ account, see the release of the arrested men as the only solution to the major debt problem.”
And the three arrested traders, accused by prosecutor Salmir Illysa of large-scale fraud in collaboration, appeared before the judges at the hearing in their trial. After the preliminary requests made by the defendants—to postpone the proceedings and change the detention measure—were rejected, the defendant Ilian Canaj, claimant to ‘Arkond’, and his lawyer, Haxhia, requested that the court panel chaired by Petrit Kupi be disqualified; the acting Court of Appeal will decide on the request.
