TIRANA - During his 24-hour stay in Tirana, the Austrian chancellor Franz Vranitzky, OSCE representative for Albania, was unable yesterday to mediate a meeting between President Berisha and Prime Minister Fino. The first official international attempt to bring together the two extreme rivals in the Albanian crisis has thus also failed. While the PS-PD clash is once again appearing inevitable against the backdrop of the 29 June election date, President Berisha and Prime Minister Fino chose yesterday to communicate with each other from a distance, through the Austrian chancellor.

From a visit to Tirana, the Austrian chancellor Franz Vranitzky, special representative of the OSCE for Albania, held separate meetings yesterday with President Sali Berisha, Prime Minister Bashkim Fino, leaders of political parties and representatives of the public rescue committees. At the end of the meetings, he was unable to secure a joint meeting between the main political parties. Berisha conveyed to Vranitzky his position that free elections cannot be held unless the South is disarmed and the committees are dissolved. Fino, on the other hand, said that the committees are not an obstacle to the elections and that order can also be guaranteed by a foreign mission.

TIRANA - "Leaving Tirana behind, Chancellor Franz Vranitzky will learn in the south the reality of the situation and the government's problems in holding elections. There he will become more convinced that the committees are no longer dangerous forces. Foreign voters with 1,500 deployed troops would be able to monitor the process closely." This was Prime Minister Bashkim Fino's comment after meeting the OSCE representative.

TIRANA - "The election date has been set, but elections cannot take place in an environment where the power of the committees and the force of arms are imposed on the institutions." This is the essence of President Berisha's message to Vranitzky. According to sources close to the Presidency, he has called for full disarmament and the dissolution of the committees before any electoral process.
Berisha refused to move
TIRANA - After the failure of attempts to hold a joint meeting between the President and the Prime Minister, sources close to the OSCE delegation said that Berisha refused to go to the residence where Vranitzky was staying. This made direct mediation impossible.
I hoped we would talk
TIRANA - "I hoped to achieve a meeting between the two main political leaders, but that did not happen," said Vranitzky at the end of his contacts in Tirana.
