The first official international attempt to bring together the two extreme rivals in the Albanian crisis has thus also failed. At the end of the meetings, he was unable to secure a joint meeting between the main political parties. Berisha conveyed to Vranitzky his position that free elections cannot be held unless the South is disarmed and the committees are dissolved. According to sources close to the Presidency, he has called for full disarmament and the dissolution of the committees before any electoral process. Berisha refused to move TIRANA - After the failure of attempts to hold a joint meeting between the President and the Prime Minister, sources close to the OSCE delegation said that Berisha refused to go to the residence where Vranitzky was staying. This made direct mediation impossible.
