...AND THEY QUARREL
FATOS BAXHAKU
In Kosovo, the war that is taking place is a life-or-death war for the people and for Yugoslavia itself. For at least a century, the Serbs have circulated ideas calling Kosovo the cradle of Serbia. This is not just propaganda. It has entered deeply into Serbian thinking and has produced concrete policies. On the other hand, the Albanians of Kosovo see their land as the only place where they can live freely. The clash is unavoidable and painful.
Albanian politics in Tirana, instead of dealing with this major issue, is quarrelling with itself. One side seeks to exploit the war for domestic political consumption, while the other acts as if nothing extraordinary is happening. The government speaks of calm, the opposition calls for overthrow, while people anxiously watch the news coming from the border. Instead of a national platform, we have statements, counterstatements and accusations.
For several days now, a fierce verbal conflict has been unfolding on the Albanian political scene between the Socialist Party and the Democratic Party. At the centre of the debate are the statements of the PS Secretary General, Gramoz Ruçi, who has accused Sali Berisha of seeking to provoke another tragedy in the country. According to him, the language used by the opposition and the way it refers to recent events are aimed at destabilising the country and forcibly bringing down the institutions.
On the other hand, the Democratic Party has responded that it will fight the government “by any means,” accusing it of incompetence, corruption and betrayal of national interests. The Democrats say the government is using the situation in Kosovo to silence the opposition and to avoid responsibility for the crisis of public order, the economy and the administration.
In this heated political climate, many analysts and observers say that internal tension is undermining the Albanian state’s ability to respond properly to the dramatic developments in Kosovo. In their view, the parties should stop the language of hatred and unite around a minimum national stance.

They split again; the Serbs strike Albanian territory again
Kukës, the Yugoslavs mine the border
Unidentified Serbian officers have struck Albanian positions near the border in the north of the country with artillery and machine guns. According to local sources, shells have fallen near villages close to Kukës, causing panic among residents, but no casualties were reported in the first moments. At the same time, reports have also mentioned mines being laid in several border sections.
The Albanian authorities have formally protested against this provocation, considering it a grave violation of territorial sovereignty. The General Staff of the Armed Forces has said that border units have been placed on high alert and are monitoring every movement along the border line.
Residents of the area say they are alarmed and are asking for stronger protection from the state. In the conditions of rising tensions in Kosovo, incidents on the northern border are increasing fears that the conflict could spread to Albanian territory as well.

The list with 15,000 names is burned
Thousands of Albanian citizens had hoped to benefit from a seasonal employment programme abroad, but the list with around 15,000 names has been burned or lost under unclear circumstances. According to the first testimonies, the documents were in an intermediary office that handled the registration of applicants.
The incident has caused strong reactions, as many families had invested time and money to secure a job. There are suspicions of abuse, favoritism and illegal interference in the process.
The authorities have begun checks to uncover responsibility and to clarify whether the list can be recovered. Citizens are calling for transparency and guarantees that the procedure will not be manipulated.

“In government, ministers not servile”
Petro Koçi criticises the work of government officials
The socialist committee will address the party’s contribution and character [?]. Petro Koçi has stated that the government needs ministers with personality, professionalism and political responsibility, not servile figures who are content with the formal implementation of orders. According to him, the cabinet should function as a team with critical thinking and not as a submissive structure.
Koçi stressed that the country is facing major challenges, so people with integrity and courage are needed to make difficult decisions. He hinted that among the Socialists there is dissatisfaction with the performance of some ministers and with the way internal debates are handled.
His statement has been interpreted as a signal for a review of the government and for the strengthening of the Socialist Party’s political role over the executive.
