Reza[?]r xhaxhku[?] The Albanian army is experiencing one of the hardest days in its history. The collapse of the military command bridge, the almost complete loss of control in the vertical pyramid and the breakdown of discipline in a large part of the units have led to what SHIK yesterday called total chaos. From the SHP[?] center, in the situation created after the departure of the interlocutor and the arrival of the minister at the helm, official reports often do not match the real situation. The many reserves of officers, the lack of trust, the poor willingness to return to the unit and movements toward the embassies have further worsened the situation. Yesterday several senior officials of the Ministry of Defence admitted that they are facing a wave of silent departures. According to them, many career military officers have begun seeking a way out of the system, while others are only waiting for the reform to be formalized. The phenomenon is closely linked to the crisis of confidence created last year and to the uncertainty about the professional future. In military circles it is said that foreign embassies, especially the American one, are being considered as possible addresses for shelter, work or specialization. This is not only a moral blow to the institution, but also an indication that there is no clear perspective inside the structures. If immediate measures are not taken to reorganize the chain of command, restore discipline and guarantee minimum working conditions, the crisis may deepen even further. Officers and non-commissioned officers are asking for security, salaries and status, not political statements. (continued on page 5)

TIRANA - Yesterday’s match in Shkodër between Vllaznia and the blue-and-whites took on strong overtones beyond sport. Banners and chants appeared in the stadium stands, giving the match an unusual character. Rugova alone until, the presidency of Kosovo

Today the parliament and provisional government are elected PRISTINA - Yesterday Rugova officially proclaimed himself president of the Republic of Kosovo. As expected, he emerged as the sole candidate in front of a process that is expected to formalize the political structures of peaceful resistance. Sources from Pristina report that the parliament and provisional government are also expected to be elected today. In statements made after the decision, Rugova’s associates stressed that this step aims to preserve Kosovo’s institutional continuity and send a political signal at home and abroad. Spring comes; instead of flowers it brings snow

TIRANA - Despite the calendar, winter has returned. Yesterday in several cities across the country snowfall was recorded, while temperatures dropped sharply. The cold weather and strong wind caused traffic difficulties and power supply problems in various areas. According to meteorologists, this unusual March cold wave is linked to the arrival of cold air masses from the north. On some road routes extra caution has been requested, while farmers fear damage to early crops. Citizens, who had begun to enjoy the sunny days of last week, woke up yesterday to a white winter landscape. Children welcomed it with joy, while for adults the snowfall brought more inconvenience than springtime romance. (continued on page 8)
