TIRANE - Nano says that the lack and delays in the documentation submitted by Albanian specialists are obstacles to identifying these funds. Meksi strongly disagrees, emphasizing that so far the government has received commitments and promises only verbally. The Prime Minister has made various statements and, up to now, no institution of the Albanian government still knows from where, how much, and in what way the aid will come. Meksi also cites, as an expression of this confusion, a statement by Prime Minister Nano, who some time ago said that five states had offered aid to Albania. "But the government itself does not know what these states have offered it or how large the aid amount is." Koço Meksi made these comments at yesterday’s meeting of the State Committee for the Coordination of Foreign Aid at the Prime Minister’s Office. The forum also met there the day before. If the aid is to arrive, Meksi thinks the government should have detailed projects to which it will be allocated. According to Meksi, Albanian specialists need assistance in preparing these projects. Representatives of the World Bank and UNDP said that the government has begun to take the first commitments. In their view, these are only the initial forms of projects and aid. If the Albanian government does not set priorities and clarify its objectives more quickly, delays are inevitable. According to Meksi, above all the current obstacles have to do with the lack of a clear strategy on where the aid will be focused and the absence of a single institution to lead this process. At the meeting it was said that the Albanian government has set up a working group and is preparing the list of priority projects. However, it remains unclear whether these projects will be completed in time to be presented to donors. Nano, for his part, has stated that Albania will receive substantial aid, but for the moment there are still no exact figures.
