The New York Times Xhein PERLEZ PARIS When the idea of a peace conference for the long-suffering province of Kosovo was first being considered, the Dayton talks, which brought the war in Bosnia to an end, immediately came to mind. The images of war from the interior of the Balkans, where the forces had split into two fronts and negotiators travelled from one side of the front to the other, alarmed by the extremely dire situation, with horrific scenes troubling the great powers—all of this encouraged the following summary: “It had happened in an area outside the military zone of the base in Ohio, more than three years earlier.” But after 10 days, the talks at the castle of Rambouillet, 30 kilometers south of Paris, are beset by more problems than possible solutions. At the Dayton talks, an American took charge of the situation from beginning to end. Nevertheless, Richard Holbrooke, then an assistant secretary of state, led the talks with the force of his personality, but he was backed by more than 20,000 American troops, which President Clinton said would assist the international peace force, and at that point the issue was resolved. In Rambouillet, the Americans are minor players. The head of the trio of mediators is an American, Ambassador Christopher Hill, but he cannot do much and has far less responsibility compared with Holbrooke’s pace. More importantly, his obstacles are formidable because he is not backed by a large number of American troops. At this time, an American military official observes that the Clinton Administration is becoming involved in “the general stance.” Continued on page 5

ELBASAN - The police operation to remove kiosks has failed. About 20 drivers of the vehicles that were supposed to tear down the kiosks boycotted the operation and did not show up at all. As early as 8 in the morning, one of Elbasan’s gardens, near the central post office, was cordoned off by more than 100 police officers from Police Station No. 1, who were waiting to carry out the order to demolish around 20 kiosks located in this garden.
