DOCUMENT PROVING THE THEFT OF 166 MILLION LEKË REVEALED The citizen Rasim Nelaj, 51, born in Kolonjë and resident in Tiranë, had managed to appear as a party in a civil court case at the Tiranë court, where the fate of a large area of land was to be decided. The area over which several citizens had taken their case to court is on Rruga e Kavajës, and according to the property site plan it is bounded to the north by Preng Kola, to the south by the Lana Canal, to the east by the former “Enver” factory and to the west by Visalbalian and Llagamet. Anastas ANGJELI In an effort to implement the Government’s programme for the country’s economic development, the Ministry of Finance has judged its main role to be contributing to the creation of a sound macroeconomic climate. To this end, our efforts have also focused on achieving and implementing the ESAF-2 agreement with the IMF, which is based on priority actions to create the conditions for the development of the Albanian economy with the assistance of international organisations. The year 1998 ended with a very positive balance in the main macroeconomic indicators, in line with the objectives set out in the Government programme and the ESAF-2 Agreement. After a difficult year, for objective reasons, such as 1997, growth of 8 per cent was achieved in Gross Domestic Product (GDP). The budget deficit was reduced by 13.5 billion lekë, to 6.4 per cent of GDP. At the end of the year, inflation reached 8.7 per cent, or 1.3 per cent less than the target set jointly with the IMF. The lek gained ground against the world’s main currencies. Despite the still very limited information available, the GDP growth rate of 8 per cent per year continued to be maintained during the first two months of 1999. Calculations show that the real value of GDP in March 1999 is 1,272,000,000 lekë higher than in the same month a year earlier, with industry’s growth rate 2.6 per cent higher than a year ago. Inflation is also under control. At the same time, an increase in efforts to collect budget revenues and administer taxes properly is becoming apparent through the rigorous implementation of fiscal policies. Continued on page 2
