The foreboding opinion makes it possible for the American President or the head of the staff of a new military force to think that this attack could harm not only the territorial integrity and the health of the American government that sponsors it, but also the vital interests of the allies. Thus it turns it into an alternative reality. The request by K. Klark and Vedrine to postpone the signing is proof that, even for the Americans, a forced “yes” does not have the value of their blocking it. The Kosovars, with all the circumstances of the turmoil that broadly includes all honest Albanians, have warmly welcomed the letters from the Kosovar negotiators that this agreement is not like the others. The world, in this case, has turned into an auditorium where the lights are being switched on, but not on stage. No one is certain whether, amid this seriousness and a certain indifference, an unwilling acceptance of NATO's role is emerging. Nevertheless, the very fact that the signing is being delayed, and the pressure Europeans are exerting to produce a signature, at a moment when it has become clear that the UÇK and its representatives will not accept just any formula, is making the suspicion stronger that the real fear is precisely the “Yes”.

Yesterday morning, representatives of the armed Albanian delegation continued their meetings in Paris, without reaching any conclusion, while waiting for the Serbs' response to the text drafted in Rambuje. Without speaking of the condition that in Paris the Serbs would make further amendments to the text that will be officially published, which was completed only at 5:15 in the evening. The Albanian representatives had left the hotel of silence at around 3:00 p.m., split into three cars. Hashim Thaçi, Alush Gashi, and Fehmi Agani left in one car, while the other members of the delegation, including the two UÇK representatives, Jakup Krasniqi and Rexhep Qosja, went by van. “Yes” and “no” Albania, were they uttered in unison by the Kosovars in Paris on Monday of this week during the morning talk? The latter met at the “Crillon” hotel with the American chief Madlen Ollbrajt. The Americans encouraged them to sign the agreement and return to Kosovo to explain to Albanians why accepting NATO and a foreign force on Kosovo territory is the condition for this country to be saved from Milosheviçi. Meanwhile, this condition was rejected by European diplomacy. Yesterday the talks with the Albanian delegation, the NATO talks, the Chinese and the Russians, had been reserved on this point. The latter took the meeting to a higher level, at the Russian ambassador's villa, where the Albanian representatives had an informal conversation with Foreign Minister Ivanov and his French counterpart Vedrine. Europeans and Russians seem to be trying to drive the idea of NATO-guaranteed protection out of the Albanians' minds. Contradictory signals are also coming from the Albanian group. The official news says that the American envoy Hill, the American secretary of state for European affairs, will leave tomorrow for Macedonia and Albania, to persuade the authorities to prepare for the refugee influx, but not to accompany NATO's war against Yugoslavia. This latter idea contradicts what various American diplomats declared in Rambuje and Paris, according to whom a military action by the Alliance would take place immediately after the failure of the talks. Hashim Thaçi, who always seems unprotected from the protagonism of some other members of the delegation, had a meeting with French President Jacques Chirac, who during a reception also made a short statement to the foreign media, saying that “the hopes for peace are great.” It seems that by the end of the week he will sign the NATO peace agreement, without implicating himself in the role of commander of a war declared earlier. For this, diplomacy is very active in Tirana. Late in the afternoon, yesterday early afternoon, the UN Security Council, at the request of the Albanians, examined for 40 hours the issues of the Kosovo talks with the aim of coordinating the Peace conference.
