Napolon ROSHI The Yugoslav news agency TANJUG announced on Thursday afternoon that the President of Yugoslavia, Slobodan Millosheviç, had accepted the peace plan for Kosovo, presented to him by the European Community’s envoy, the President of Finland, Mati Ahtisari, and the Russian mediator, former Prime Minister Viktor Çernomirdin. Following this, the Serbian Parliament voted by a majority to approve the plan. The Serbian ultranationalists of Deputy President Sheshel spoke against it. Ahtasari immediately left for Cologne, Germany, to report to his European colleagues, gathered at the highest level in that city. For his part, Çernomirdin returned to report to Moscow. It is expected that on Friday Çernomirdin, Ahtisari and Assistant Secretary of State Talbot will meet in Helsinki to jointly review the results of their trip to Belgrade. As is known, Ahtisari’s mandate in Belgrade was not to enter into negotiations or make compromises, but simply to present the plan of the seven most industrialized countries plus Russia and obtain a Yes or No. It now appears that NATO generals are expected to go to Belgrade to draw up the arrangements for the withdrawal of Yugoslav troops from Kosovo, guarantees for the return of refugees, and the deployment in Kosovo of military forces—Continued on page 8
