A tax amnesty should be introduced. This means passing a law through which dirty money can be legalized. The aim of this law is for this hidden money to be used for investment. This would enable these companies to obtain loans, make serious investments, participate in tenders and open banks. On page 3

The Constitution itself requires that proceedings be initiated and that a law be drafted to legalize all the money acquired through “manhood” [as written]. What is more, Meidani has proposed that all these financial resources be used “for serious investments, to take part in tenders, to open banks, etc.” At a conference on the theme “Albania’s Euro-Atlantic Integration,” Meidani made the sensational proposal that left everyone who heard it open-mouthed. Two years after insisting on strengthening NGOs, Meidani has changed tack and proposed, as one of Albania’s main paths to development, that the state legally recognize traffickers’ dirty money and allow it to be invested, as the President says.
