The Supreme State Audit changes the facts and figures in the same material published about the audit conducted at the Ministry of Public Order. Officials at this institution became alarmed after “Gazeta Shqiptare” published an official document that they themselves had posted on their website. Serious and repeated irregularities have been observed [?] in the implementation of Law 7971 dated 26.07.1995, “On public procurement,” as amended by Council of Ministers No. 3; the new Law No. 8492 dated 12.5.1999; various fuel-purchasing methods; the selection of operators and dealings with them, which are in contradiction with the legal provisions in force; Law No. 7566 dated 25.05.1992, “On weapons”; and the provisions set out in [Decree] 160 dated 09.07.1995, “On food allowances,” etc. Audits conducted for 1999 identified breaches of financial discipline and the establishment of arrangements for “easing people” [?], leading to “criminal prosecution.” During one period, 13 people were “dismissed,” 26 people were “taken to court,” and 11 people received “warnings.” The review of the audited materials and inspections of the institutions’ activities revealed that standard audit procedures and Article 9 of Council of Ministers Instruction No. 2 dated 02.02.1992 had been disregarded.
