But sources within the government say that for the moment talks are frozen between the two governments because Saudi Arabia refuses to lower the loan interest rate. The Arabs have undertaken to finance the Albanian parliament, but the point where the parties are running into difficulties is precisely the interest that Albania will have to pay.
