In the decision dated 22.02.2012, the presiding judge, Hysni Demiraj, argues that the dispatch form identifying the Republic Guard Commander’s sidearm is evidence that fully proves the identification, but under no circumstances does it amount to a determining circumstance that would aggravate the security measure for the person under investigation, Ndrea Prendi, so as to change that measure.
