From the comparison of average apartment values in the free housing market for 2014, it emerges that prices have remained unchanged in the Shkodër region, have increased in the city of Lezhë, while they have fallen in Kukës and Dibër. The average values of housing purchases and sales in the free market, by region and city, are approved every year by the government, according to the values proposed by the National Housing Agency. The values determined each year by the National Housing Agency are used as a reference for taxing any real estate purchase and sale. They are also taken into account for valuation by experts, as well as in cases where the property is used as collateral for obtaining bank loans.
