Azem Hajdari, the surviving member of the PD, called himself, on 2.9.1992, representative of the December students and chairman of the Committee on Order and National Security. Comparing it with the socialist past, which for many people expressed a closed world arranged according to a single system, the new government presented itself as the liberation of the space for individual action. But at the same time, it created new forms of political, economic and moral control, shifting the center of power not to the citizen, but to the party and its apparatus.
For this reason, the term «parliamentocracy» is used here not as praise of parliament, but as a critical name for a system in which parliament serves as a façade of legitimacy, while real decisions are made elsewhere. This means that formal procedures, votes, committees and public sessions are not enough to guarantee freedom if they are not accompanied by responsibility, transparency and control of power by society.
If for a long time Albania suffered from open monism, today it risks falling into a false pluralism, where parties change names but not the way power is exercised. Governance through fear, clientelism and political exclusion cannot produce democracy. It can produce only temporary obedience, widespread disappointment and a political culture in which the citizen feels like a stranger in the decisions that affect his life.
In this sense, criticism of parliamentocracy is criticism of an empty form of representation. If the deputy is not tied to the voter, if parliament does not control the government, if the courts and the press are not free, then democracy remains just a word. And words, however strongly they may sound, cannot replace either freedom or the rule of law.
AZEM HAJDARI IS STRIPPED OF PARLIAMENTARY IMMUNITY
Yesterday, on 4.9.1992, the PD deputy Azem Hajdari, convicted for illegal possession of weapons, is reportedly also suspected by the ministry of [illeg.] of being suspected of other criminal acts as well. As has been learned, the request to strip the well-known deputy of immunity has been submitted to the Assembly and is expected to be examined in the coming sessions.
According to the first information, the case is linked to a conflict that occurred under still unclear circumstances. Meanwhile, parliamentary sources state that the deputy has denied the accusations and described them as politically motivated. His supporters in the PD have considered this move an attempt at discrediting him, while his critics have presented it as a test of the seriousness of the institutions.
If the Assembly decides to remove his immunity, the investigative bodies will have a free path to continue the procedures. The political consequences of this issue could be great for the fragile parliamentary climate of the first months of pluralism.

ALBANIANS SEEK PROTECTION FROM THE PORT OF OTRANTO
A group of Albanian clandestine migrants were caught on board the ferry and were not allowed to enter Italy. Through a joint letter they requested protection and humanitarian treatment, stressing that they had left the country because of insecurity, poverty and lack of prospects.
According to the first data, the Italian authorities are examining the individual cases, while the Albanian side has reacted in restrained tones. Observers stress that the uninterrupted movement of migrants from the Albanian coast toward Italy is turning into an ongoing humanitarian and political crisis.
The Port of Otranto and the area of Puglia have thus become symbolic points of the Albanian exodus. Every new episode makes more visible the need for bilateral agreements, border control and measures that will give citizens reasons to remain in their own country.

It seems most recent in life and courage that the news spread that the Shkodër newspaper «Koha Jonë» had been banned by Azem Hajdari from being printed in Greece. The implication of this lie actually [illeg.] another attempt to damage the reputation of the newspaper. The false news, spread in some circles, aims to create the impression that the newspaper is dependent or politically obstructed. We stress that «Koha Jonë» continues to be published with the same critical stance toward every form of pressure. Anyone who spreads such falsehoods bears moral responsibility for misleading the reader.
