“The Defense, Order and SHIK Commission concluded that it should act as a plaintiff against all those who organized and carried out the killings at the border,” the chairman of this Commission, Azem Hajdari, declared yesterday. The official killers of the period July ’90 - March ’92 will soon be in the dock. From Ramiz Alia to the ordinary soldier, all will answer for the killings at the border committed after July ’90 and for those committed in the country’s cities during the fall of communism up to 22 March 1992.
“So far there has been no opposing view from the opposition members within the commission,” Hajdari states. Among the members of the Defense, Order and SHIK Commission is also the Secretary General of the PS and former minister of internal affairs in 1991, Gramoz Ruçi, who, according to internal sources within the Commission itself, did not object to the decision in question.

The police crackdown on Monday morning was disastrous for more than 2,000 citizens from Shkodra and Malësi e Madhe. Those who go out every day with their goods and noses in the wind to sell merchandise in Montenegro, generally at the Tuz market, say they experienced a truly dreadful day. “It has often happened that the goods of citizens from Shkodra were seized by Montenegrin police, but such a massive action had never been seen,” a citizen who has been doing this work for two years told KJ.
The operation lasted about 2 hours. The Montenegrin soldiers rushed among the goods, which they confiscated and loaded into the trucks they had with them. “They took about 1 million old lek worth of goods from me. A good part of the people were also searched in their pockets, taking all the money they had with them,” says one of the traders who on Monday was set up in the Tuz market. But the tragedy does not end there. The Montenegrin police have begun searching the homes of Tuz residents who live near the market.

TIRANA - A rare case of incest in the capital. In handcuffs a few days ago, having “touched” the fragile body of his daughter, who has not yet turned 14. It was precisely the latter who filed the complaint with the police as the only way out to put an end to her father’s systematic rape. But the latter has firmly denied it. According to him, the whole story is the work of his wife, with whom he had been embroiled in inheritance disputes long ago.
“I did not rape my daughter.” These were the words with which L.C., 40, defended himself to the police and even in court, where the arrest measure was taken against him yesterday.
He was detained on Monday, only a few hours after his daughter’s complaint, according to which her father had been sexually abusing her continuously for several years. Even the girl’s mother testified in support of her complaint.
Meanwhile, the medical experts have still not confirmed the results of the examination, which have been postponed to be carried out later, for reasons that have not been disclosed. However, in the meantime the girl’s father has put forward a completely different version of the painful event. According to his initial explanations, he had not used any sexual violence against his daughter, one of his three children. L.C., an employee in postal distribution in the capital, accuses his wife, the harmony with whom had broken down about a year earlier, of taking revenge on him by using their daughter as bait.
Nevertheless, these claims did not convince judge A. Vasili to impose the extreme security measure on the incest offender.
