Prefectures have begun drawing up voter lists
For the past two days, all levels of state administration have been involved in preparations for the upcoming electoral campaign, which is expected to be organized in early June according to the authorities’ plans. Committees have already been set up in all prefectures. Through the prefectures, all municipalities and communes have been ordered to carry out a population census and draw up voter lists. Also through the prefectures, the committees have been ordered to include in the voter lists those citizens who will reach the age of 18 by 31 May ’96.

Three days after the decision of the Tirana Court, which found the editor-in-chief of the newspaper Aleanca, B. Fevziu, guilty in the conflict with the Minister of State Control, Çela, the President has also spoken out. With a decree signed yesterday, Berisha has pardoned Fevziu the 2 million old lek fine with which he had been sentenced on 5 December by the Tirana Court. The pardon was granted by decree, on the basis of Article 28, paragraph 14 of Law 7491 of 29.4.1991 “On constitutional provisions,” but the reasons for the pardon are not given. Yesterday’s decree by President Berisha, the second after the one in May ’94 pardoning the journalists Frangaj and Leka, may also be a step toward easing the conflict between power and journalists, a conflict that began with the coming of the PD to power. At the same time, Berisha’s decree also seems like a challenge to Minister Çela. After the defeat in the trial with N. Lesi in November ’92, this is the second loss for chief inspector Blerim, the well-known protagonist of lawsuits against journalists.
Yesterday, after receiving the news of the decree, Fevziu thanked Berisha for his decision and repeated that the court had convicted him for an offense he had not committed.
