After 2 months of intensive investigations, the special team of investigators has completed its inquiry, but only with regard to the 13 guards of unit 313 who were on duty at the time of the high-profile escape. The case of the 6 escaped convicts, as well as that of a special forces police officer, has been separated, and the investigations have not yet been completed. They are Baftjar Ndreu, Mexhit Pë- cari, Bedri Halili, Riza Ndreu, Pel- humi Laci, Mërija Llapushi, Albert Biti, Besim Gjini, Halit Aga, Hasan Qyqja, Gëngj Haxhillari, former guards at unit 313, in whose hands the 13-page indictment now lies. The former guards are accused of jointly violating guard-duty regulations, resulting in the escape of the 20 convicts serving their sentences in this prison. The indictment, drawn up by investigator Petrit Fusha, who led the large special team investigating the case, reconstructs in detail the events of the night of 15 January. According to the indictment, “the escape of 20 convicts was organized and carried out” that night. To accomplish this, the “rebels” “forced open the door leading to the prison canteen and its food storeroom, whose exit opens onto the corridor on the first floor.” The door of the food storeroom was then opened, and the bars on one of its windows were cut with a saw. This was the most difficult “barrier” to overcome, since their route of movement was now much more exposed to light. They went out onto the kitchen roof. They cut the perimeter wires above it, which serve as a “demarcation line” between units 313 and 88. The latter’s territory was the “farewell” point that night. All of this was facilitated by the numerous violations of guard-duty regulations by the guard personnel on the second and third shifts, as well as by the guard officer’s team. “The charges against the defendants have been fully substantiated, but, of course, a clearer picture of the case will emerge once the investigation into the 6 captured escapees, whose case has been separated, is also completed,” the head of the investigation, Petrit Fusha, confirmed yesterday at midday. In fact, the indictment does not mention any connection between the escapees and people outside the prison. But Agim Tirana, one of the defense lawyers for 2 of the guards, says the investigation has serious shortcomings. “An expedited procedure was followed in investigating this case,” he told “KJ”.
