At the next meeting of the Council of Europe STRASBOURG / Yesterday in Strasbourg, the rapporteurs’ report concerning Albania’s admission to this organization was circulated to the member delegations of the Council of Europe. Information provided to television by a source close to the Democratic Party press states that yesterday the chairman of the parliamentary group of the Democratic Party of Albania, Mr. Ali Spahia, announced from Strasbourg that the memorandum prepared by the rapporteurs on Albania’s admission as a full member of the Council of Europe had been distributed to members of the organization’s Political Affairs Committee. This committee is due to examine these documents in the coming days. Nevertheless, according to sources from the DP, the document is said to be quite positive regarding the democratic, political and economic changes and developments in the post-dictatorship years. There is still no more precise information about the specific contents of the document circulated by the rapporteurs, but it should be noted that, to date, the Council of Europe member states have refused to admit Albania alongside them, first because the country lacked a fundamental law of the state, and second because of violations of human rights in Albania. Another factor mentioned between the lines by European authorities and emphasized more forcefully by the Albanian press has been Albania’s accession to the Islamic Conference, which has yet to be finalized by parliament. Nevertheless, it appears that the parliamentary parties have long agreed on accession to the Council of Europe, which could be a positive factor in securing accession in the near future.
