Toll of the past two weeks: 22 injured and 3 killed “In almost all districts, the selection of candidates for mayor has been completed and they have been sent for vetting to the commission for the verification of figures.” This was announced yesterday by the PS leadership after its latest meeting. The Socialists are now preparing intensively for the local elections on 20 October and are organizing all their electoral structures, leaving the rest of the opposition well behind. Electoral headquarters are beginning to be set up in the districts, and work is underway to draw up specific platforms and programs for each district, municipality and commune. Fatos Nano, the party chairman, has had a considerable influence on the PS’s electoral preparations. “We must act and appear on the stage of today’s political debate more consistently, more energetically, with clearer direction, more politically oriented along the line of the resolutions of our Congress, alongside our allied opposition, but also in confronting the problems we have inherited.” Nano wrote this to the leadership, while proposing several measures that the PS should take for the elections and the voting process: 1. Continue the tireless struggle to wrest from Berisha the maximum possible positive changes in the legislation and state administration of the electoral process 2. Alongside its standard tasks, the electoral organization of the PSSH should focus on optimally selecting and instructing our members and observers on polling-station commissions in order to avoid our mistakes and oversights on 26 May, specifically: - Minimizing procedural negligence and omissions in documenting scaffolding and manipulation - Optimal knowledge of legal powers and documented appeals for every breach of the commissions’ integrity - A physical presence and material evidence (human and material) at every stage and for every second of the electoral process on 20 October, etc.” These proposals by the PS chairman were accepted by the leadership, together with the arguments Nano put forward: a) Securing witnesses and testimony for everything, whether regular or irregular, that takes place b) Ensuring PSSH representation, clear conditions, protection of the vote and the maximum possible unmanipulated results (continued on page 3)
