Berisha, or morality above the law

BY ALFRED PEZA “Now morality is the most important thing.” These words, spoken yesterday at a press conference by President Berisha, must have shocked all Albanians except their author. Yesterday, the head of state repeatedly insisted on the thesis that morality is above the law. But this thesis applied only to matters connected with his position. As for matters concerning the socialists, the opposite was true: morality was not to be considered, only the law. The man who has led this country with everything except morality is now trying, instead of being President, to play the Pope. In the constitutional vacuum in which the country he “de jure” leads has been spinning for three days, Berisha, who says he wants to “fulfil several important constitutional obligations,” has pulled his final card from his sleeve in place of the law. According to him, KQZ must not set conditions requiring him to agree in writing that he will decree the date of the new Parliament’s meeting and resign as soon as he signs off on recognition of the election results. This compromise appears in fact to be the legal violation that the socialist side of the Central Election Commission is persistently seeking to carry out, just as its other side has already done by signing the final election record. This was stated to TVSH by the PD member of KQZ, Pellumb Cela, who, in return for this, rushed yesterday at midday to the Ministry of Foreign Affairs to collect his diplomatic passport. The moment KQZ announces the final results of 29 June, Sali Ramë Berisha will be both President of the Republic of Albania and a member of the new Parliament. Under the law, these two offices are incompatible. But this is precisely where Berisha wants to bring morality into it. In this case, he does not even accept the compromise offered by the socialist commissioners. Berisha’s statement that morality is now above everything brings to mind the agreement of 9 March. Back then, too, the man who demanded that its nine points be signed on moral grounds spared no effort to avoid implementing them. Just as then, now that he is at the bottom of the political heap, the election winners are offering him a hand to help him rise again. It did not take long to put Berisha’s morality to the test. Just seconds after he declared yesterday that “morality comes above all,” he answered journalists’ questions about PS choosing Nano for the post of Prime Minister by saying: “The chairman of PS faces no legal obstacles to becoming head of government, but he should not be a moralist.” So this is the morality preached by Pope Berisha. Yesterday it became absolutely clear that Berisha will leave that office after appointing the winners of 29 June a prime minister who will lead the country but answer to him. Only after that will he offer his own moral resignation so that he can serve in opposition as a member of Parliament, at the head of PD. But to get this far, this man will have to be forced to respect the laws. Apparently, something is expected once again from the opposition: a gathering at Sheshi i Flamurit, this time to physically remove from the Presidency the man who dragged Albania into an undeclared war.
