PS, the base risks the leadership
As could be predicted, the socialist leader would find it very difficult to take the problems of this coalition down to the governance base. By sharing the problems of central and parliamentary power with his government allies, Nano thought he could at least outwardly minimize the conflict within the allied majority. However, the current situation (theoretically, one could say that a political <quota> has been enough) shows that the promises of the party leader have still not been fulfilled. There have been complaints about a realistic and electorally social distribution, starting with the divisive allocation of the PS and the government allies into administrative posts. By choosing to bring only one minister from his partners into a coalition government, Nano may not have appreciated the scale of the pressure of their demand for power. It has been in the nature of our politics to seek proximity, and minimizing it in the division of the “government cake” and of parliament or other state institutions favors the government base. Thus, in local government, Nano did not even bother to place the government partners on a common electoral front, arguing that the PS would win even on its own. Such a move had unquestionable consequences for the coalition partners. Having had the chance to take leading positions themselves, their position narrowed in relation to the citizens. Now, these consequences are clearly visible, as in the concrete situation in the case of Pogradec. The governing coalition is first being pressed to calm things down, convincing the latter to continue at the grassroots level too. The example of Prishtina in the governing coalition is enough.
This reaction has come about because social governance and the socialist electorate, starting with the divisive allocation of the PS and its government allies. The socialist leader could have anticipated administrative and parliamentary positions for local government after the distribution of posts in government. Now, if the balance of this coalition is determined by partners who are angry because of governance, the situation becomes more serious. In Pogradec, the biggest concern has been the lack of cooperation at the grassroots. If the allies do not feel part of governance, they have the right to leave. In short, either we agree on cooperation at all levels, or otherwise we leave.
This coalition at the center consists of the PS with the PSD and PAD, but in the field a clear agreement is needed, from municipal councils and communes down to the local administration. Otherwise, the small governing partners may feel used only for numbers. This is also the reason why dissatisfaction is turning into public pressure.
