Generous, not lavish

Nano really returns from Rome with only 12 million dollars, with which he will have to cover needs related to energy payments, but he has in his pocket a promissory note for a long-term cooperation, which will secure him in the future an amount perhaps several times greater than the 350 million dollars of the request he submitted. In fact, this request was considered acceptable also by Albania, as from the conclusions there will be a review of projects. The truth is that the Albanian prime minister, unlike his predecessors, has asked not so much for money as he previously had requested programs aimed at reviving democratic institutions and the country as a whole. In any case, judging from the economic perspective, it can be said that the donors have been generous but not lavish. Here, of course, the experience of poor management of aid by previous governments has also played a role. Based on the assessments of the participants, first and foremost the Italian foreign minister Dini and Mr. Vranicki, the observer of Albanian developments since the beginning of March, yesterday’s Rome conference can be considered a success for Prime Minister Nano. The kind words spoken about the country’s return toward democratic normalization and economic stability, definitively removing the risk of the country plunging into the vortex of civil war, together with the preservation of the international presence in Albania, are the best sign that the path taken by the Albanian government in recent months is not the wrong one. But the key point is that the way the government reacted to the tasks assigned to it three months ago, also in Rome, has made it possible to secure the necessary international support to take further steps. In fact, yesterday’s Rome conference, more than in economic terms, was considered a test case in which the Albanian government would receive the political OK to go with ambitious claims in Brussels in a few days. The only suggestion made yesterday in Rome concerned the need for broader cooperation, including the entire opposition. But, knowing what is happening in Albania, such a remark is more directed at Berisha, who is determined to follow a line of rejection toward all offers. The latest example was his decision not to go to Rome together with Godo and Ngjela. Despite the joke, by not going to Rome he has increased the degree of antipathy toward him in international circles. The fact that yesterday Berisha said he would reconsider going to Brussels can be taken as a repentance and an attempt to correct the mistake made.
