PD, farewell to reform
Judging by the composition of the new presidency of the PD, emerging from the latest Congress, one gets the impression that the future of the largest opposition party is tied to major changes. The fact is that from the previous presidency, with the exception of four names, all the other key figures are missing; those who played an important role in the party that led the country over the past five years. Certainly, the removal from the party’s leading bodies of Meksi, Shehu, Zhulali, Musaraj, Spania or other former ministers, who had abandoned the PD in different periods, will serve Berisha in pinning on them the blame for mistakes, incompetence, or such manifestations as corruption, etc., formulated in the accusations of the former opposition. But the way in which the mechanisms of party and government leadership worked, which were entirely in the hands of Commander Berisha, clearly compromises any attempt of this kind. At one of the last meetings of his party’s National Council, Berisha acknowledged responsibility both for the electoral defeat and for the shortcomings in governance. In this way, this should not have passed without causing Berisha problems in the process of crowning him for a second time as chairman of the PD. After all, even if he himself had not erred, Berisha would still bear responsibility for the “sins” of his plan-wrecking people.
But more than that, looking at the unfamiliar names that appear in the lists of the presidency or other leading bodies, or the people who worked with him in the presidency, any illusion about the possibility of reforming this party disappears once and for all, a party which, now more than ever, has turned into Berisha’s fiefdom. This was seen not only in the way the elections for the leading bodies were conducted, but also in the organization of the congress, where the majority of delegates had been selected solely to leave Berisha at the head of the party. The new people elected to the PD presidency, lacking experience as well as the necessary authority, I do not believe will play the role of protagonists in “street politics,” Berisha’s preferred weapon. As a result, they will only be able to accompany the Commander’s speeches with applause and cheers. The fact that the idea of the existence of factions was rejected in the party shows that the PD will continue to lose the features of a genuine political formation, turning into a blind instrument in the service of realizing Sali Berisha’s political ambitions. Condemning factionalism with the justification that “we are a party of free thought” is not much different from Hoxha’s slogans regarding “internal democracy” in the ranks of the PPSH. By extinguishing the chances of reform, the PD does a doubly great service to the ruling camp.
