“Let us not provoke another destabilization in the country” Page 3 “Let us not provoke another destabilization in the country” Page 3 Government confusion BY ARBEN HASANI At last, after a year in power, the Albanian government yesterday spoke “normally” about fuel smuggling, the alarming state of the state finances, the lack of enforcement of the law and, speaking forcefully, about corruption, a phenomenon that extends through the state offices from top to bottom. Yesterday, during the government meeting, Albanian Prime Minister Fatos Nano also brought an indictment against the government he leads himself. “No more and no less, the Albanian government is losing power.” In most of the introductory speech at the government meeting, the Albanian prime minister repeatedly used words about an ineffective administration, about secret work being done in the ministries, about investigations by law-enforcement bodies, about debts with frightening figures and the anxiety over the next five years of decline. Where is the apparatus that supports the government going? He is once again harsh, persuasive and blunt, like the prime minister of a country that now knows the new “institutions”. Nano yesterday at midday, during the government meeting, expressed concern not only about smuggling. “We are dealing with confusion. Nano means the governing administration, which continues to be unsupervised by a procedure that goes on to erode the state more and more every day.” He adds that his government has turned into a “shield” for corruption. “For a long time the Albanian government has not been able to examine and implement, and during this time extensions of abuses have occurred, misuse of state finances, a flagrant rise in corruption from central structures and ministries to cabinets and even to municipal enterprises and craft workshops for the next five years of decline.” He adds that the government has turned into an instrument that does virtually nothing to restore orderly relations with businesses. Our prime minister accused the Albanian head as being built in a closed act. “Together with others, they are currently working for the next five years of decline. Every day they are melting the state more and more.” He adds that the government is currently going through a totally reforming phase. “Nano knows that” in such conditions he also makes an admission: “I do not consider it a miracle, because a crisis has been administered by us, where through slander and other elections a chaotic situation has been created.” In his speech, Nano admitted that the economic and financial situation of the Albanian state is extremely serious and that destabilizers could exploit this situation. “If this scheme explodes in this hot midsummer, it is the new cake of Albanian uniqueness, a heavy anti-government matter for an ending, smuggling and unexplained income. In this context the government must react quickly.” In the afternoon introductory speech, which was held closed to the press, but which according to sources close to the government actually has a self-critical character, Prime Minister Nano says he will take steps to bring the situation under control. The level of politics is such that it has called for high attention and an immediate response. Whether or not the state has started in earnest, it is not under the influences that dress up the parties and there should no longer be declarations now from Berisha and now from Nano, but a calendar with concrete measures to face the crisis. That is how the prime minister saw it yesterday. “To overcome the crisis at the lowest cost, we need a functional administration that can put the administration under a control process and take measures to stop smuggling. This is neither an alibi nor a pretext for what is happening in the government. This is in itself an alarm.” Nano said there are more than 50 cases gathered for dismissals and penalties and that there will be changes in the administration. “We will not be satisfied with changes on the periphery. The responsibilities are in the ministries and in the central directorates.” He calls for an anti-corruption law, which he says must be ready within ten days. “Within the next ten days I want the anti-corruption law.” ARBEN HASANI
