The beginning of cooperation

The consensus reached yesterday by Majko and Berisha represents two people who are completely different from Berisha as prime minister and from Fatos Nano in this period. The second and, more importantly, the issue that concerns the socialist opponent and the country's new political circumstances. Berisha is no longer the head of an opposition that emerged from the elections of 29 June. He now has a stronger position than he has ever had. First, he emerged stronger from the developments of September, when the public turned to him as a serious alternative and significantly weakened the orientation of the state structures. Second, he also emerged stronger from the way Majko is governing. The clashes were not due to a strong government, but to sensitivities around the problems of justice and the economy. And time seems to be proving him right on some of his earlier positions. Finally, the changes within the left, the existence of a group of deputies who have publicly declared their disagreement with the prime minister, have made him a factor of greater weight than before.
Under these conditions, it is clear that for any national emergency such as that of Kosovo, no one can decide without Berisha. Yesterday's meeting is, in this sense, the first of its kind. But the responsibility for speaking yesterday that Fatos Nano has with the same standards with which he referred to Berisha. Majko, this is what makes him different and interesting from his predecessors. While he has had the right to strongly demand the enforcement of the law and to reject the standards in governance for part of the politicians of the opposition, he does not miss an opportunity to make agreements in the name of stability and the national interest. He does not yield a millimeter to his opponents on the political level, but he always keeps the door open for talks on the points where consensus can be reached. This also gives him a strong image in relation to both government and opposition.
Finally, yesterday's meeting is also a test for Berisha. After a year in which a serious effort was made to push him outside the system of Albanian politics, he is entering the table again as a factor. This does not mean that the rhetoric has changed, but that the circumstances have forced the system to recognize his role. Yesterday's meeting, despite its symbolism, is more than that: it is the beginning of cooperation.
