Kosovo, where is it going?
FAIK ÇUPI
Here is where Kosovo stands, we all see it today: Mr. Milošević wounded us and set us back 9 years, and we are still talking.
On 28 February and 2 March, the dead among people in Mosca declared that the action among Albanians was an act against the Serbs. More than one hundred autonomous bodies from 1974, and Albanians in exile and the DPK and foreign services, were preparing and serving for the offensive. All of this was almost known and continuously warned about. Yesterday R. TV and other newspapers mentioned orchestration, the police and the army of the FR Yugoslavia. During the night, local residents said that the Serbs had brought out armed civilians and police and had used heavy equipment. In an interview for the public in the city, Milošević said that the dead were armed men. This is a repeated phrase. In 1997, Perić, a service chief, said that the first victims of the war in Bosnia were Albanians killed at midnight. Provocative acts with Milošević’s power, by order and command from Belgrade, mean that Serbia will stage a spectacle with numbers, heavy weaponry, and arrogance. Serbia will present many narratives, but the argument will remain the same: they are bandits, they are terrorists [?], they have come from Albania, they are mixed with Albanians from the diaspora. The new things are now clear.
Does the Kosovo issue not end today, according to the American plan? Yes, this could have happened if Milošević had not failed, if we had created goodwill and established calm. But what is happening makes it necessary to review the formulas, but by wise people such as the KLA Headquarters, and not by politicians with hoarse voices. For the final argument, Serbia will gather and rage and will make a wrong decision, because it has always done so. This decision also includes the theses of the hard man. Now, the Yugoslav troops will not stop. 78 dead within a single hour is no coincidence. The prosecutors handling the violence will certainly try to hide the truth.
12 billion lekë of debt in the middle of Albania will turn into a major problem. The situation in the north will become more unstable. 78 dead within a single hour is a warning sign of a civil war in the north. Albania is trembling. The government and the parties do not understand. In the end, the Yugoslav troops have nowhere to go except onto Albanian territory.
If the Kosovo government, according to the American plan, were to receive the so-called de facto autonomy of the territory, that could make sense. Serbia will reject the “compromise agreement” because it needs the dead, it needs victims, and it needs a theater for propaganda. Serbia does not need to think differently. Milošević, the bullet of Tirana or Pristina, will try to use military means. Shkodër and northern Albania must not be left in the fog. Enough insults and curses! Why does the government not declare a state of war in the north of the country? Why are not the people who should make decisions being gathered?
After 1997, the special forces have become a symbol of a state that does not control the country. Will this be repeated? Kosovo cannot be ruined in the name of a diplomatic comedy. This conflict will snowball and require firm decisions. Albania is in the middle of the crisis. From this crisis even more consequences will emerge in Albanian domestic politics. Yesterday, when this was being written, there were reports of shootings and movement in Shkodër.
If what is happening in Kosovo is not taken seriously, we enter a second phase of the tragedy. Every day of delay brings more victims. This is not about rhetoric, but about action. Albania must learn from Bosnia and understand that such a fire cannot be stopped with statements. Kosovo is before our eyes.
