BY ANDI BETJA Today, parliamentary elections will be held in Kosovo for the second time, in which Albanians will also elect the future President of the Republic, which they proclaimed themselves five years ago. Today’s elections come after Serbian massacres in various villages in the province, and tensions between Albanians and the Serbian authorities remain high. Although the International Community has made it clear that it will not recognize Kosovo’s independence and has deemed the previous elections illegitimate, the states and international organizations have taken no public position on today’s elections. Furthermore, in the past the Kosovo authorities have not faced any strong pressure to abandon their elections and take part in the general elections of the Yugoslav Federation. The US Congress and several other international organizations have sent representatives to observe these elections, but members of the delegations have been unable to obtain visas to enter Kosovo. Yesterday, Serbian police confiscated around 100,000 ballot papers, warning that the elections could not take place in complete calm. There are also many voices in Kosovo saying that the Serbian offensive in several villages was launched precisely to prevent today’s elections from taking place. Regardless of how the elections go, they have symbolic significance for Albanians. They confirm their will for independence and, at the same time, once again identify the legitimate Albanian side that will take part in talks with the Serbian authorities. But today’s elections risk being complicated not only by Serbian positions and police violence. They could also be complicated by the positions of the so-called KLA and the Kosovo People’s Movement, which have so far called on the people of Kosovo not to take part in the elections until all of Kosovo is liberated. In a way, today’s elections are a genuine test for Kosovo’s politics and for the entire people of Kosovo, who face major challenges. Kosovo now has more than just the Rugova option. Meanwhile, both the International Community and the Albanian government have given their unreserved support to the Rugova option as the only moderate political force in Kosovo. Albanian Prime Minister Fatos Nano’s latest statement that he will seek for Kosovo a “maximum solution beyond the federal framework” and today’s elections are two elements that do not contradict one another.
