The “Unit” syndrome

BY ANDI BUSHATI The shock after the resounding victory of 29 June has plunged the PS into a real state of confusion. Day by day, it is losing control over events. The way the prime minister leads and governs the country shows that relations are worsening, as more and more it becomes clear that he will not act like Berisha or like Nano during the joint governance of previous years. No one knows what will happen to the new government. Whether the new ministers will be decreed by the Presidency and whether the government will enter a crisis or not. These are now the main concerns on which the whole public has turned its eyes toward President Meidani and Prime Minister Nano. After that, it seems that the nature of the new government is also revealing another trait: negligence in taking important decisions. Nano, so as not to break with the tradition of previous governments, continues to keep everything in his hands and make decisions even on matters that today should be dealt with by the line ministries. This makes it completely unclear what some of those called ministers are supposed to do. For example, the Minister of Finance cannot even appoint the Director of Taxation without first asking his boss. First, this shows the high degree of dependence of every head of a ministry on the prime minister. Second, it shows that the prime minister is getting entangled in a governmental practice—what else but the confusion of power within the cabinet. Not to mention then the Tolumi case, who, from being an SP deputy, dissatisfied and attacking his own people in parliament, became a minister with different ideas. This sign of the new government has begun to become the first one to arouse suspicion that the SP does not properly understand the boundaries between politics and governance. Consequently, several issues require faster decision-making if the government is to preserve stability. Relations between a president who finds it difficult to approve all cabinet decisions and a prime minister who acts according to his own will are increasing instead of being resolved in time. For this reason, the conviction arises that this syndrome of “Unit,” inherited from earlier periods, is harming the government. If governance continues like this, crisis will be inevitable.
