Among the documents it is shown that defense staffs are being prepared; lists of elders’ commanders and soldiers have reportedly been sent, while projects are being approved for repairing the people’s bunkers. Could this readiness be state aid for the defenceless population against the Serbs? Or is that all? Is there more beyond that? See the following pages. Instead of involving power and the state in a general diversion, the government could deal with some urgent measures to build institutions, ensure calm and public order. Only in this way can what is called the securing of the national territory be achieved. Whereas by taking measures of the type “war when there is no war”, nothing is achieved except waste of people, weapons and political propaganda. These days, the Macedonian parliament has been making such a significant and far-reaching move that it has recently been discussed in all local centers, including the military administration, where the possibility is not ruled out of sending part of these forces up to the border between Macedonia and Kosovo. Meanwhile, our government has taken the protests into consideration, turning the institution of Parliament into a center of assistance with clear operational orders and guidance. The staff, so to speak, has started moving, while a number of citizens have been called in an organized way to perform such public services as appropriate. Since hundreds of lists of volunteers and reservists have already been added, while district institutions have started cleaning out the old bunkers of Enver for a possible need, it seems that not only a psychological climate is being prepared, but also an administrative push around the fact that there will be some kind of deployment of armed people. Thus, cities and regions are mentioned where meetings of the heads of the elders’ councils will be held to distribute names and present readiness. Not only that, but in some districts there has also been talk of names of people who could go to the USA and return with other decisions on the mobilization issue. This move has raised major questions about how far the seriousness of the Albanian state goes in organizing defense and where a merely propagandistic move begins. Under these conditions it is necessary to clarify publicly what is being done, on what legal basis and with what concrete objective. Bunkers are not a strategy, nor can hastily issued lists replace institutions and the normal chain of command.
