Chaos and mafia in the Ministry of Public Order
Minister Koçi appoints police station chiefs and staff at customs checkpoints for the sake of the interests of the politico-financial mafia clans
The prime minister and deputy prime minister criticize Koçi for incompetence and corruption
During these days the government has been placed in undeniable turmoil because of the large flow of refugees from Kosovo; a few days earlier the country had been calm, also because of the developments of the war, which was taking a positive turn. Let us recall that only a few days ago in the Kukës prefecture the newly appointed head there by the left-wing government, Duka, replaced his own subordinate Duka. Meanwhile, a few days ago at the High Inspectorate for the Declaration and Control of Assets in Tirana, a staff member was also moved, appointing an officer as head. Later, the movements in other directorates of the ministries seem to be numerous, and the new owners, supporters of Prime Minister Nano and the governing coalition, have moved their people into key positions. The greatest of this influx is in the Ministry of Public Order.
Starting with the appointment of Fehmi Peroni as deputy chief of the Tirana Police Station, the removal from the post of head of Road Traffic of the current director Ahmet Prençi, they intend to appoint another officer of the State Police, the head of crimes in Tirana, who had been involved in the handcuffing of the former president. These and other movements in the criminal police and road traffic police that are taking place these days are proof of the politicization of law-enforcement institutions, but they want to take perversity to its peak, since they are trying to bring their own people back into key posts. Thinking that this is a favorable circumstance in the general confusion for everything to be reshaped, the anti-crime clan currently appointed to very important posts in the police and road traffic. According to the latest information, the government is now trying to place the most compromised and most corrupt cadres at very important points in all police stations and at customs. These police officers who are being tried to be appointed are described by high circles of the Socialist Party as people tainted by trafficking and involved in criminal activity and smuggling. The favorites of the police top brass who are being recycled these days into police posts are linked to important government figures and to the political-financial clan of the administration, but the two names that have recently been recycled at the head of the most important police stations and road traffic have links to names from the former rulers of the dictatorship. It seems that Minister Koçi cannot escape his philosophy of putting back into key posts police officers described as corrupt.
A day earlier Prime Minister Pandeli Majko drew the attention of the Minister of Public Order, Petro Koçi, to the fact that he makes politicized and unprofessional appointments. At yesterday’s cabinet meeting, the prime minister spoke very harshly, saying that the appointment of Fehmi Peroni to the position of deputy chief of Police Station No. 4 in Tirana cannot be accepted as a solution for this institution. When Koçi’s actions to appoint this man were pointed out, the prime minister said that this matter is causing major problems and that he does not understand why the name Fehmi Peroni is still being insisted upon by officials of the Ministry of Public Order. Not only Prime Minister Pandeli Majko but also his deputy Ilir Meta has described Mr. Peroni’s appointment as an act that harms the police. It is learned that the prime minister and deputy prime minister agree to suspend a number of appointments and dismissals in several police directorates and police stations until the ties of Koçi’s subordinates with politico-financial clans are clarified. During Friday a group of specialists from the Ministry of Public Order drafted a report in which they listed the names of police officers who for several months have been active in the police and road traffic structures, but whose main merit is being close to Koçi’s clan. Some of these officers have worked with the former rulers of the dictatorship and have been involved in events that are still unexplained. Above, the name of Mr. Fehmi Peroni has been mentioned, the director of the Road Traffic Police, Ahmet Prençi, has been criticized for the ties he has with certain clans and his appointment to this post was decided as an obsession to place other people from the clan. Another report received from the Ministry of Public Order informs that efforts are being made to replace the deputy director of Criminal Police, Pëllumb Nako. According to the report, in his place will be appointed a former owner of the pyramid company “Silva”, Pëllumb Shehu. p. 5
