This is how the war is won
After signs coming from Belgrade are linked to a plan for occupation by Russian soldiers and Serbian nationalists of the Pristina airport and the MONTO recently left behind, the capital of Kosovo could be liberated.
Sucked into bombing and a retreat that did not bring success. Caught up in the bombing of war, the bureau’s wall strategy failed and the command’s final success on the ground was against ours. This is only because of the disturbance of the shaken attitude, which is against nature. In fact, some things are static and a damaging and exploitative result has been reached. The main point is a misunderstanding. Thus, for example, thinking that phosphorous missiles would not “rigozon” the Serbs, not only did the bombing include a whole range of Serbian targets (power plants, bridges, etc.) but also with strategic positions that had no defensive character. [sic?]
First, since the start of the latest offensive against Milosevic’s regime, there has been more talk than action. The inaction of the Albanian military and political leadership from Belgrade, and the mass of fright from the north and east, which dragged out the air operation, increased NATO’s hesitation, carrying out work in a reluctance that was terrifying in the face of the occupation of the capital and the protection of the gates. [sic?]
It is clear here that the abandonment of war is the request of the generals’ leaders or of the representation. The places and instructions, by scaring the Albanians, made them think more carefully. Besides all the delays, it sent a clear signal to Russia and Belgrade that pressure against them was not disappearing. Realizing that they were unable to achieve anything else, they made the attack selective, not against Belgrade, but against another target for their own time. [sic?]
Second, if it did not seem ready to enter Kosovo, even so, having an army concentrated with all the firepower of the navy, aviation and rockets, the situation needs and discourages expansion. In spite of Clark truly asking for such an attack unless it would be backed by the leadership. [sic?]
Right here he had his greatest failure, since he had to make this action “bitter” with political wisdom. To wage war one needs conviction and courage. By seeking military action, the ground of words and consensus was being pursued. And this was achieved by observers supported by the inter-est-sympathy of the logic of Belgrade. Here he linked every idea from the heads of Milosevic’s Slavic opponents with others. And indeed, separated from war, fear remained of what would happen to Kosovo. Today’s situation is a consequence of negligence, of the lack of initiative that should have been set aside. Open to skepticism, fear and indifference, he opened the door to a surge of desires that has reached the edge. And for this he gave in to a thousand dollars. How the ground battle would develop, no one knew. Every alternative carried risk and loss. But by leaning toward and setting aside a prolonged war, he made it possible for Milosevic’s offer and that of his nationalists to expand. Even so, only one way remained to achieve a false peace, without knowing what it meant. Now, with the bombing and exercises on the ground, the Serbs, with their latest directions and ideas, came all the way to the army of function. According to the war strikes, war must be won only on the ground, and it is won only there where the soldier’s foot has stepped.
