In spite of Clark truly asking for such an attack unless it would be backed by the leadership. [sic?] Right here he had his greatest failure, since he had to make this action “bitter” with political wisdom. To wage war one needs conviction and courage. By seeking military action, the ground of words and consensus was being pursued. And this was achieved by observers supported by the inter-est-sympathy of the logic of Belgrade. Here he linked every idea from the heads of Milosevic’s Slavic opponents with others. And indeed, separated from war, fear remained of what would happen to Kosovo. Today’s situation is a consequence of negligence, of the lack of initiative that should have been set aside.
