Lately, hypotheses about a possible partition of Kosovo have been circulating rather frequently. Various analysts and even some politicians have openly stated that “the only way to achieve stability in the Balkans is to separate Albanians from Serbs.” Serbian academics were preaching the same thing about two years ago, calling for “a peaceful separation from the Albanians.” Put differently, this means nothing other than the partition of Kosovo. And, as a first step toward carrying out a partition of Kosovo, the creation of so-called “spheres of influence” would serve this purpose—specifically, a Russian zone and a NATO zone. This is closely connected with the existence of two separate commands, namely NATO’s and Russia’s. The issue of how to command the peacekeeping troops in Kosovo has caused meetings between NATO and Yugoslav military officials, as well as the G-8 meeting held in Bonn, to end without any result. The point is that while the US and NATO’s other allies support a single command, the Russians, Serbs, and their supporters want the peacekeeping forces in Kosovo to have two separate commands. This would mean that in the areas where Russian troops are deployed, the Russians, allies of the Serbs, would make the rules, and, as a result, Albanians would not dare return there. In this way, the ethnic cleansing of Albanians carried out by Millosheviçi in recent months would be answered by becoming an irreversible process. It is interesting that the idea of partitioning Kosovo is being pressed now, at the moment when Millosheviçi has capitulated and is trying to salvage whatever he can of his plans for a Greater Serbia. So, if Kosovo is partitioned, it would be the greatest service that could be done to the dictator in Belgrade. But the United States cannot agree to any plan that plays into Millosheviçi’s hands, such as the partition of Kosovo. Washington will therefore insist that the peacekeeping forces in Kosovo be under a single command, NATO’s. Otherwise, if the idea of partitioning Kosovo prevails, Millosheviçi will puff out his chest as the victor in the war against NATO and the US. Therefore, the pause in the reduction of the bombing of Serbia will end very soon—or, indeed, it may already be over.
