Berisha, the winner of the dialogue

by Baruch A. Levine For those without ... by making the proposal to organize a round table regarding the Stability Pact. Nano was the first among the protagonists of Albanian politics to immediately embrace this proposal. According to the clear judgment and explanation of the PDS, Berisha’s absence from the PDS round table and the government’s persistent opposition, along with the media controlled by it, could frighten some of Nano’s “puppet.” The very reason for publicly announcing the names of the round-table participants and for never mentioning Mr. Berisha in the PDS statement is intended to imply Mr. Berisha’s absence. By presenting the situation in the country, Mr. Berisha himself has risen into a known, “functional” figure in all its dimensions. Among other things, Berisha hopes that all actors recognize this name as the symbol of strong governance, uncompromising opposition to corruption, and an anti-communist stance. Beyond this idea, he appears as a personality who still enjoys authority and cannot be bypassed in any compromise formula. More than that, through this positioning he has become the center of polemics and public debate. Berisha is, in a way, the winner of this much-discussed dialogue, since every formula of his remains dependent on his acceptance or rejection. Article continues on page 3
