For a general view after the first meeting of the parties under the care of the pact, it is said that every action, proposal or commitment will find implementation and will have its influence on the way the funding amounts are used. While experience has made it known so far that, in dealings multiplied by a modest, perhaps reserved atmosphere of the prime minister toward Albanians, the chances of having an optimistic desire are low. At the same time, graduated writers report that in the first contacts developed between the pact authorities and the Albanian side, cold tones have been noted because of the earlier indifference of the Albanian authorities toward the process. Moreover, our country has not shown any serious movement that would place itself at the center of the reforms accompanying this pact, which could also affect the determination of its role in the region. Consequently, the debate begun between the parties appears difficult and the pact’s impact still remains unclear.
