Although its “president” is a person appointed by the UN, who has taken on the administration of this newly created state. Alongside UNMIK, all the NATO member states have already set up liaison offices in Pristina. States that are not part of the Alliance have done the same. Meanwhile, in a completely incomprehensible and unforgivable way, those most reluctant to do the same are we Albanians. The headquarters has been designated, and an agreement has also been reached to install the diplomatic representative in Pristina, but the fact is that Albania still has no “ambassador” of its own in its second capital. During the visit of our foreign minister, Paskal Milo, to Pristina in the autumn of last year, the presence of an Albanian representative there was accepted in principle. Then, during the visit to Tirana in December last year by the UN administrator in Kosovo, Kushner, this was decided, and UNMIK was waiting only for Tirana to make its move. But what is happening in Tirana, and why is there hesitation about doing this? It is understood that Minister Milo has chosen the person who will represent Albania in Kosovo. It is also understood that Milo’s candidate is a member of Albania’s Greek minority. Without calling this a paradox, his arrival in Pristina is being delayed because of the dragging out of the procedures leading to his appointment by President Meidani. Whether or not there are reasons in Tirana to justify these delays is of no importance whatsoever to Pristina. One fact matters: Albania should have had its person at the Morini customs point, and as soon as Kushner gave his official approval for the opening of the Albanian office in Pristina, that person should have travelled there the very same day. Even if the premises were not ready. Not because the Albanian “ambassador” would have been the solution to the problems Kosovo faces today, but such indifference crosses every limit and can no longer be called a diplomatic blunder. Tirana can no longer have the courage to call for an independent Kosovo state after the “colonial” period, when it does not itself respect the most elementary rule: to have its own representative in this state that is taking shape. Moreover, with this foreign policy, we should not even have the courage to ask why the American diplomat’s plane “breaks down” as soon as it leaves Skopje or Pristina and enters Albanian airspace.
