Anyone who had speculated that after returning from Vienna, Berisha would be somewhat more “restrained” or “moderate” was disappointed from the outset. Yesterday’s speech by opposition leader Sali Berisha, delivered at a meeting with local Democratic Party officials, was the clearest warning that the months before and after the elections in Albania would be fraught with the fiercest contrasts. The Democratic leader, while enriching his vocabulary of accusations against the “governmental bandits” and adding several international election experts to their ranks, called for the total mobilization of all party structures to prevent what he called “the burial of the institution of elections.” Thus, judging by the platform Berisha set out at yesterday’s meeting, the months remaining until the elections will be filled with protests, as well as political steps aimed at preparing an alternative electoral framework, beginning with the preparation of voter lists by the DP itself, although these efforts have no legitimacy whatsoever beyond that claimed by the opposition parties. One of Berisha’s aims in his speech yesterday was to mobilize his party’s grassroots structures and keep alive the spirit of the protests he had ignited at recent rallies. In this regard, Berisha’s statement, “I took to the squares of Albania; now it is your duty to carry on,” is significant. But the opposition leader also sent a forceful message to the heads of the governing coalition. Perhaps this may also be a response to Nano’s recent calls to answer Berisha in kind. On this point, Berisha is also advantaged by the equivocal positions and lack of a clear line pursued by the Socialists in their confrontations with him.
